The 6th session of the 15th National Assembly went through 23 working days with a large volume of work and high intensity. Attending the session, the National Assembly deputies of Ha Tinh province participated in all meetings and activities of the National Assembly agencies with 29 hall discussions, 7 group discussions, 1 group discussion and many other plenary sessions.

The Ha Tinh provincial National Assembly delegation actively participated in the discussion with 32 comments on the fields of socio-economics, national defense and security; the results of implementing the National Assembly's resolutions; and comments on draft laws and resolutions. The majority of the comments were highly appreciated by the session's chairman, reflecting the thoughts and aspirations of Ha Tinh voters on issues of public concern.

At the discussion sessions on socio-economic and state budget, the National Assembly deputies of Ha Tinh province frankly discussed and highly appreciated the achievements and limitations in the Government's direction and management of socio-economic and state budget results in 2023; mid-term assessment of the implementation of the socio-economic development plan, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment for the period 2021 - 2025.

At the discussion group, Secretary of the Provincial Party Committee - Head of the National Assembly Delegation of Ha Tinh Province Hoang Trung Dung expressed his concerns about many issues, specifically: administrative reform has not met requirements; a large number of cadres are not really dedicated; the National Target Program on New Rural Construction has not really focused on building culture and cultural depth; cultural standards and customs tend to fade away, there are deviations in social ethics...

Accordingly, the Head of the National Assembly Delegation of Ha Tinh province said that it is necessary to regularly review and propose amendments to administrative procedures in the direction of simplification, shortening the processing time related to investment activities, creating an open, transparent and stable investment environment; changing the method of recruiting civil servants and public employees more substantially; paying more attention to social security work, building social housing to solve the housing needs of cadres, civil servants, public employees and workers; focusing on comprehensive and synchronous development of the cultural sector...

At the session, the National Assembly passed 7 draft laws, 2 resolutions, and commented on 10 draft laws. In addition to actively contributing opinions directly at the discussion sessions, the National Assembly Delegation of Ha Tinh province sent written comments on all draft laws and resolutions, especially: Land Law (amended); Housing Law (amended); Social Insurance Law (amended); Law on Organization of People's Courts (amended); Road Law; Law on Road Traffic Order and Safety...

During the question and answer session, the National Assembly Delegate of Ha Tinh province directly questioned the Minister of Transport on the issue of socializing investment in developing air transport and reducing traffic accidents; and questioned the Chief Justice of the Supreme People's Court on solutions to implement judicial reform and court operations.

At the meeting, members of the National Assembly Delegation of Ha Tinh province also participated in the vote of confidence for 44 people holding positions elected or approved by the National Assembly, ensuring seriousness and compliance with prescribed processes and procedures...

Prepare “early, far away”

Following the direction of National Assembly Chairman Vuong Dinh Hue: "Prepare "early, from afar", focusing on the quality of the session", before the 6th Session, in addition to voter contact activities, as soon as the draft law, resolution and documents were available, the National Assembly Delegation of Ha Tinh province organized to collect written comments from relevant agencies, units, localities, and subjects affected by policies and laws. The comments were promptly compiled by the National Assembly Delegation to report to the National Assembly Standing Committee and sent to the National Assembly Delegates in the delegation as documents to participate in discussions at the session. The National Assembly Delegation of the province coordinated with relevant agencies, units and localities to conduct field surveys, organize law-making conferences, and thematic voter contact conferences on a number of draft laws.

In order to have quality and practical opinions to contribute to draft laws and resolutions, the National Assembly Delegation of Ha Tinh province has collected documents, proactively researched and prepared discussion content; assigned National Assembly Deputies to focus on researching and participating in discussions on content according to specialized fields.

At the 6th Session, Head of the National Assembly Delegation of Ha Tinh Province, Hoang Trung Dung, was assigned as Head of the Discussion Group, including delegations of National Assembly Deputies from 4 provinces: Cao Bang, Lam Dong, Ca Mau, and Ha Tinh. The Head of the National Assembly Delegation of Ha Tinh Province conducted the discussion sessions in a scientific and effective manner, synthesizing many important discussion opinions of the National Assembly Deputies... On the sidelines of the session, the delegation also organized conferences to consult on relevant policies and laws; worked with a number of ministries, branches, units, and localities; organized meetings with voters on electricity activities...
