The launching ceremony is an activity towards the 70th anniversary of Dien Bien Phu Victory, the 134th birthday of President Ho Chi Minh, the 76th anniversary of President Ho Chi Minh's call for patriotic emulation and in response to Vietnam Book and Reading Culture Day in 2024.

Speaking at the ceremony, Deputy Minister Tran Quoc To reiterated President Ho Chi Minh's advice: "No matter what job you do, you need to read. New learners need to read to avoid becoming blind again, police officers need to read to grasp the situation. Professionals need to read to improve their qualifications. Managers and leaders need to read to manage and lead better..." He also affirmed that "books are spiritual tonics", each individual who wants to develop intellectually must constantly study and consider it a lifelong task for each person. Reading is not just for one person but for many people, we must build a widespread reading culture that is global and national.

Deputy Minister Tran Quoc To requested that officers and soldiers must be imbued with Uncle Ho's teaching "Policemen need to read to grasp the situation" and deeply understand the meaning and role of lifelong learning, so that the movement "CAND promotes lifelong learning following the example of great Uncle Ho" goes into depth, practicality and effectiveness. Party committees and leaders of the Public Security of units and localities need to continue to attach importance and pay more attention to the work of leading, directing and organizing the good implementation of the reading movement, developing a reading culture in units and localities in accordance with the actual situation, linking activities to develop a reading culture with the implementation of political tasks, activities to celebrate major holidays of the country, locality and the Public Security sector. Focus on promoting lifelong learning, linking with the implementation of Uncle Ho's Six Teachings of the Public Security into practice, contributing to improving the effectiveness of all aspects of work, excellently completing assigned tasks.
Based on the actual situation, the Public Security of units and localities proactively organize activities in response to Vietnam Book and Reading Culture Day at libraries, archives and libraries, reading rooms of agencies and units, in places with suitable space. Focus on diverse and rich organizational forms combining traditional methods with modern organizational methods following the development trend of reading culture on technology platforms and digital transformation. Newspaper, magazine, radio, television and publishing units in the Public Security focus on organizing diverse and appropriate propaganda; building columns on reading culture; diversifying forms of distribution and organizing online book distribution channels, combining with technology platforms and social networks to introduce, promote and implement book donation programs to disadvantaged groups; programs to support readers, develop reading culture; Promote and introduce typical models, organizations and individuals who have contributed and created innovations in developing reading culture in the People's Public Security Forces and in society.

Timely propose rewards for collectives and individuals with outstanding achievements in implementing the movements, programs, and plans of the Ministry on organizing Book Day and Reading Culture in the People's Public Security. Organize many forms of propaganda and book introduction that are appropriate and close to the reality of developing a reading culture, building a learning society, and nurturing personality and soul, contributing to forming a healthy lifestyle among officers and soldiers of the entire People's Public Security force.
