Debate with the spirit of 'correct, accurate, responsible'

Affirming that the function of social criticism is an important task of the Front organization, Mr. Nguyen Hoang Ha - Chairman of the Ninh Binh Provincial Fatherland Front Committee requested that delegates focus their intelligence and spirit, have correct, accurate, and profound criticisms based on careful study of documents and texts to help the drafting agency build and perfect the draft Resolutions in the best way.

The Ninh Binh Provincial Fatherland Front Committee has just held a conference to provide social feedback on the draft resolution 'regulating the subjects, contents and levels of spending on visiting and giving gifts on the occasion of Lunar New Year, War Invalids and Martyrs Day, National Day, International Children's Day, Mid-Autumn Festival, and International Day of the Elderly every year in Ninh Binh province' on the afternoon of November 7.

Opening the conference, Mr. Nguyen Hoang Ha, Member of the Provincial Party Standing Committee, Chairman of the Ninh Binh Provincial Fatherland Front Committee, thoroughly explained the purpose, principles of criticism and orientation of criticism content on the above Resolution.

At the conference, Mr. Duong Viet Yen, Deputy Director of the Department of Labor, Invalids and Social Affairs of Ninh Binh province, provided basic information on the content of the Resolution such as scope of adjustment; applicable subjects; content and level of expenses for visiting and giving gifts; funding sources for implementation and principles of application.

Responding to the above resolution, Mr. Le Van Kien, Permanent Vice Chairman of the Provincial Fatherland Front Committee, said: For special days and occasions such as the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); 50th anniversary of Southern Liberation and National Reunification (April 30, 1975 - April 30, 2025); 80th anniversary of August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2 (September 2, 1945 - September 2, 2025)..., it is necessary to increase the level of spending on visiting and giving gifts because these are very special days of the country. Along with that, for special areas such as Nho Quan district (where ethnic minorities account for 17% of the district's population), Kim Son (the only coastal area of ​​the province, with a poverty rate of 2.05%), gift spending should be prioritized over other areas...

At the conference, delegates contributed ideas and added some missing, unclear, and unreasonable contents in sections such as: Subjects eligible for visits and gift giving (children of Agent Orange victims, people affected by natural disasters, epidemics, etc.); levels of expenses for visits and gift giving (increasing gift giving levels for some subjects, some regions, etc.). In addition, delegates also requested the unit in charge of drafting the document to provide and supplement some additional information and clarify related issues.

Based on the delegates' comments, Mr. Lam Xuan Phuong - Director of the Department of Labor, Invalids and Social Affairs of Ninh Binh province seriously accepted the opinions, and at the same time discussed, analyzed and clarified some issues that the delegates were concerned about regarding the current bases, regulations, and actual situation in consulting and drafting the Resolution.

Concluding the conference, Mr. Nguyen Hoang Ha - Chairman of the Ninh Binh Provincial Fatherland Front Committee emphasized: The opinions contributed at the conference were all authentic, enthusiastic, demonstrating the frankness and responsibility of the delegates. In the coming time, the Fatherland Front at all levels will participate in commenting on many important draft Resolutions of the province... Therefore, delegates are requested to pay attention, prepare carefully, and study in depth the documents and materials to comment correctly, accurately, with focus and key points in a constructive spirit, and contribute ideas to help the drafting agencies complete the Resolutions before submitting them to the Provincial People's Council.
