Implementing the plan of the Ho Chi Minh City People's Committee, the Ho Chi Minh City Police Department organized a general review and inspection of fire safety and rescue work for mini apartments, condominiums, boarding houses, and collective housing in Ho Chi Minh City. On October 11, the joint inspection team of the Ho Chi Minh City People's Committee and the Ho Chi Minh City Police Department conducted a fire safety inspection at Su Van Hanh apartment building (Ward 9, District 5).

Colonel Huynh Ngoc Quan, Deputy Head of PC07, Ho Chi Minh City Police, stated that Su Van Hanh apartment building is an old apartment building and has been approved and accepted by the authorities.

According to Colonel Huynh Ngoc Quan, the inspection discovered many issues that need to be recommended and recommended. Specifically, the Su Van Hanh apartment building needs specific solutions and measures to ensure fire safety conditions.

Regarding fire fighting equipment, the apartment building is fully equipped with fire fighting water pumps but the water pressure is not enough, so it is recommended to check or replace them.

Su Van Hanh apartment building has 3 areas, each area has only 1 staircase. According to Colonel Huynh Ngoc Quan, in the past, 1 staircase was allowed, but now the staircase must be closed. "From the reality of fires, if there is no solution, smoke will spread into the staircase to the floors. Thus, the staircase from an emergency exit becomes a dangerous place," said Colonel Quan.

Regarding fire fighting equipment, the apartment building is fully equipped with fire pumps but the water pressure is not enough so it is recommended to check again.

Colonel Huynh Ngoc Quan highly appreciated the local government as well as the Fire Prevention and Fighting Police of District 5 for doing a good job of propaganda, mobilization, and implementation of the joint fire prevention and fighting team in the apartment building. However, according to Colonel Huynh Ngoc Quan's assessment, the on-site force is still confused in handling fire incidents.

Authorities measure water pressure

According to the leader of PC07 of Ho Chi Minh City Police, the on-site force plays a very important role. When an incident occurs, this is the first force that must solve the "problem" of evacuating people and stabilizing the basic situation. However, the inspection process showed that the on-site force at Su Van Hanh apartment complex was still confused and lost composure in handling the situation.

"As we saw during the deployment, you guys were not proficient in using (water hoses, fire extinguishers). The equipment is there but the people using it do not know how to use it, it is superficial, when a fire occurs like that it is very dangerous," said Colonel Quan.

Regarding the problem of room partitions and balcony barriers (tiger cages) at Su Van Hanh apartment building, the Inspection Team assigned the local authorities to find solutions to fix it.
