According to the Ho Chi Minh City 115 Emergency Center, this unit has just successfully rescued a foreign female tourist trapped in a toilet at a hotel in District 1.
The incident occurred one morning in mid-September 2024, when nurse Hoang Thi Tho at the Ho Chi Minh City 115 Hotline received a call from a foreign female tourist, communicating in English. This tourist said that she had been stuck in the hotel toilet for more than 30 minutes and was very panicked because no one was around to help.

After determining that the female tourist’s health condition was not in serious danger, nurse Tho quickly reassured her and instructed her to provide more information. However, because the hotel’s specific address was unknown, the process of determining the location was difficult. Nurse Tho immediately notified Dr. Dong Ngoc Hien, head of the emergency team, for further assistance.
With patience and professional communication, Dr. Hien helped the female tourist calm down and continue to exploit information about the hotel name. After searching on the map and contacting the hotel hotline, the staff was notified to quickly rescue the tourist. While waiting, Dr. Hien continuously kept in touch to ensure the tourist's mental safety.
Thanks to the smooth coordination between the 115 Emergency Center and the hotel, after 15 minutes, the female tourist was safely taken out of the restroom.
After the incident, the female tourist sent a thank you letter to the Ho Chi Minh City Department of Health. In the letter, she shared: “Their quick thinking, clear communication, and calm attitude made a huge difference in a panic situation. I am extremely grateful and believe they deserve recognition for this excellent service.”
According to the Ho Chi Minh City 115 Emergency Center, this incident highlights the important role of technology in improving emergency response capacity. Ho Chi Minh City is a special urban area that attracts many international tourists, so it is necessary to popularize emergency numbers such as 113, 114 and 115 in hotels, tourist areas and public areas. This not only ensures the safety of tourists but also contributes to building the image of a civilized, modern and friendly city.
According to the project to develop a professional emergency response system by 2030, the 115 Call Center will be gradually upgraded to a 115 Emergency Response and Coordination Portal with a team of professional dispatchers, using many technological applications to improve the emergency response capacity, further meeting the needs of health care and protection for the people.
