From June 1: Only issue paper health insurance cards if VssID, VneID cannot be installed

From June 1, 2025, the Social Security Agency will only issue new paper health insurance cards for cases where it is impossible to install digital social insurance applications (VssID), electronic identification (VneID) and do not have a citizen identification card (CCCD) with a chip. This is the instruction of Vietnam Social Security sent to regional social security agencies; social security agencies of provinces and centrally run cities on the use of health insurance card blanks.

Specifically, according to Decision No. 391/QD-BTC dated February 26, 2025 of the Ministry of Finance (effective from March 1, 2025) stipulating the functions, tasks, powers and organizational structure of Vietnam Social Security under the Ministry of Finance, the Director of Vietnam Social Security is responsible for organizing and arranging for units under and directly under Vietnam Social Security to operate under the new model within a maximum period of 3 months from the effective date of this Decision.

In the remaining cases, the Social Insurance agency will guide the installation of VssID, VneID applications and use the image of the health insurance card on the applications, and the CCCD with chip to go to medical examination and treatment (KCB) instead of the paper health insurance card.

In order to ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, Vietnam Social Security requires regional social security agencies and provincial and municipal social security agencies to continue using the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, social insurance officers are required to directly guide participants to install the VssID application, the VneID application and guide them to use the health insurance card image on VssID, VneID, and chip-embedded CCCD to go to medical examination and treatment instead of the paper health insurance card. Vietnam Social Security will only issue new paper health insurance cards for cases where VssID, VneID cannot be installed and there is no chip-embedded CCCD.

Previously, implementing Decision No. 391/QD-BTC of the Ministry of Finance, Vietnam Social Security proactively and immediately implemented the restructuring of the entire Vietnam Social Security system. In particular, at the central Vietnam Social Security, this has been implemented since March 1, 2025.

Locally, including:

10 regional social insurance agencies will operate under the new apparatus from April 1, 2025 because they have basically met the requirements on facilities, technical infrastructure, information technology, and business processes, including social insurance agencies in the following regions: I (Hanoi); IV (Binh Duong); VI (Thanh Hoa); VII (Nghe An); X (Thai Nguyen - Bac Kan); XI (Bac Giang - Bac Ninh); XVII (Yen Bai - Lao Cai); XIX (Ha Giang - Tuyen Quang); XXII (Da Nang - Quang Nam); XXXII (Ca Mau - Bac Lieu).

The remaining 25 regional social insurance agencies will operate under the new apparatus from June 1, 2025, including: Social insurance agencies of region II (Ho Chi Minh City), III (Can Tho City), V (Dong Nai), VIII (Hai Phong - Thai Binh), IX (Lang Son - Cao Bang), XII (Hai Duong - Quang Ninh), region XIII (Nam Dinh - Ninh Binh), XIV (Hung Yen - Ha Nam), XV (Son La - Hoa Binh), XVI (Dien Bien - Lai Chau), XVII (Phu Tho - Vinh Phuc), XX (Ha Tinh - Quang Binh), XXI (Hue - Quang Tri), XXIII (Binh Dinh - Quang Ngai), XXIV (Khanh Hoa - Phu Yen), XXV (Dak Lak - Dak Nong), XXVI (Gia Lai - Kon Tum), XXVII (Lam Dong - Ninh Thuan), XXVIII (Ba Ria - Vung Tau - Binh Thuan), XXIX (Tay Ninh - Binh Phuoc), XXX (An Giang - Dong Thap), XXXI (Kien Giang - Hau Giang), XXXIII (Soc Trang - Tra Vinh), XXXIV (Long An - Tien Giang) and XXXV (Ben Tre - Vinh Long).
