Previously, after every heavy rain, people in some residential areas of Ninh Giang town suffered from flooding. Water from the road overflowed into people's houses, and low-lying areas were flooded up to 50-70 cm deep. Sometimes the water would take several days to recede, and the sewers would be blocked and unable to drain. To cope with the flooding, some families built a temporary wall at the door and then drained the water from inside the house out, while others placed furniture on high ground. People also had difficulty getting around because many motorbikes and cars were flooded and stalled.
As one of the residential areas that used to be frequently flooded during heavy rains, Ms. Phan Thi Lan, Party Cell Secretary, Head of Residential Area 1, Ninh Giang Town, said that before the urban renovation, the drainage system in Ninh Giang Town was old and low, so drainage was relatively poor. Roads such as Nguyen Thai Hoc, Mac Thi Buoi, Vo Thi Sau, Tran Hung Dao, Nguyen Cong Tru, etc. were all flooded.
“Since the urban renovation of Ninh Giang town, after many rains, no road has been flooded anymore. Especially the heavy rain last month, if it had been before, our residential area would have been flooded for sure. Thanks to the urban renovation, we have big, beautiful roads, wide sidewalks, and an improved drainage system. We are very excited,” said Ms. Lan.
From 2021 to present, the urban beautification project of Ninh Giang town has been implemented with a total investment of more than 95.6 billion VND, divided into 3 phases. Phase 1 renovates Nguyen Luong Bang and Hong Chau streets with a total length of 1.2 km. Phase 2 renovates roads and public works with a total length of about 2.4 km, including the connecting section of Nguyen Luong Bang and Tran Hung Dao streets, the district party committee and people's committee area, Ninh Thai street, Sao culvert... Phase 3 renovates Ninh Tinh, Ninh Thinh, Ninh Lang, Ninh Hoa, Nguyen Cong Tru, Le Thanh Nghi, Le Hong Phong, Mac Thi Buoi, Vo Thi Sau streets... with a total length of about 3.44 km.
The content and scale of investment in each phase are to renovate the road surface, expand the sidewalk, pave the street, add new drainage pipes, renovate the existing drainage system and related technical infrastructure works... Renovate the old flower garden into a new flower garden, combined with walking paths, outdoor sports fields, and entertainment areas for people in the area...
Split drainage area
According to the Ninh Giang District Construction Investment Project Management Board, previously most of the drainage system along the road was made of brick-covered ditches located on the sidewalk. The quality of the old ditches was degraded in many sections, with broken walls, broken panels, and mud and trash settling in the ditches, making them difficult to dredge. The outlet of the culvert was small, the channel was shallow, leading to flooding in some areas during heavy rains.
From a careful study of the current status of the town's drainage system, the design unit has developed a suitable drainage plan. The unit has identified the important role in urban drainage of the extended Dai Phu Giang canal (along the extended Provincial Road 396), the canal along Thanh Nien Street, the Cong Sao 1, 2 canals and some old canals bordering Tan Huong and Vinh Hoa communes. However, these canals are silted, dense with duckweed, most of which have not been reinforced with banks and hardened along both sides. Many sections are located close to residential land, so encroachment is likely to occur. Therefore, the design unit has developed a plan to maintain the stability of the old flow, renovate and adjust, combined with reinforcing the canal bed, calculate the irrigation and drainage flow required for each area; clear the corridor along both sides of the canal banks...
The general principle is that the sewers and ditches collect water flowing to the branch sewers, then to the main sewers and finally to the discharge gates. The location of the sewers and ditches is along the pavement of the traffic road, which is convenient for management and reduces costs. Drainage water is distributed to many available discharge gates to reduce the length and aperture of the sewers and ditches. The division of the basin and the construction of the drainage system are calculated for each specific road and street, the priority direction of the water slope is according to the natural slope of the terrain to discharge water to neighboring irrigation canals.
This drainage plan has been effective. After investing in underground sewer systems on main streets, streets that are often flooded, and investing in renovating and dredging existing ditches, the drainage system has been synchronized, improving the drainage capacity of the area, solving the flooding problem on some streets during the rainy season.
