The joy of celebrating Tet in the houses of the Party and the people

The new spring is coming, bringing with it joy and hope. That joy seems to multiply when nearly 500 poor households in the province are able to enjoy Spring and celebrate Tet in new houses with the support of the province according to Resolution No. 43/2023/NQ-HDND of the Provincial People's Council. The newly built and repaired "Party-spirited, people-loving" houses not only make the dreams of poor households come true but also give them more motivation to strive harder in life.

One day before the Lunar New Year 2024, we visited the family of Ms. Nguyen Thi Nu in Dinh Hoa commune (Kim Son) - one of the poor households supported to build a new house according to Resolution No. 43/2023/NQ-HDND dated March 10, 2023 of the Provincial People's Council "Issuing regulations on policies to support the construction and repair of houses for poor households in Ninh Binh province for the period 2023-2025". It is a level 4 house, solidly built, with reasonable functions.

In the new, spacious house with all the essentials, Ms. Nu could not hide her joy and emotion as she shared: My husband passed away early, I raised 7 children alone. Now, although the children are grown up, they still struggle to make a living far away from home. The family's old house, built 46 years ago, is dilapidated but there is still not enough money to rebuild. Thanks to the attention of the Party Committee and authorities at all levels, in June 2023, I received 100 million VND in support to build a new house. After 2 months of construction, with the help of organizations and unions in the commune and village, relatives supporting part of the funding and materials, the completed house has an area of ​​50m2, with a total construction cost of more than 200 million VND. "So after so many years of dreaming, this Tet, my children and grandchildren will be able to gather around the new house. This is truly a warm and happy Tet for me" - Ms. Nu confided.

Sharing the joy of welcoming Spring in a new house, in the last days of 2023, Ms. Nguyen Thi Hoa, a poor household in Van Hai commune (Kim Son) is also busy preparing peach branches and ornamental plants to decorate her home. As a poor single-parent household without a house, for many years she has had to live at her brother's house, facing many difficulties in life.

In view of Ms. Hoa's situation, Van Hai commune surveyed and proposed to include her in the support category according to Resolution No. 43 of the Provincial People's Council and was approved. During the construction days of the house, brothers, neighbors, and representatives of the commune's organizations all came to encourage and help with working days, funding, and legal procedures... so that the house could be completed soon. Ms. Hoa confided: At 55 years old, I am now able to live in a house named after me. Without the State's support, I don't know when I would have had a solid house like this. I am very grateful for the attention of the Party Committees, authorities, and kind-hearted people.

These are just two of hundreds of poor households in the province who are enjoying Spring and Tet in new houses thanks to the support of Resolution No. 43 of the Provincial People's Council. Comrade Le Thi Luu, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: Immediately after Resolution No. 43 was issued, the Department proactively advised the Provincial People's Committee to direct and guide districts and cities to promote propaganda and dissemination of policy contents to cadres, civil servants, party members and people; urgently focused on reviewing and making a list of poor households with housing difficulties in the area according to each type of priority subjects; directed communes and towns to hold meetings with representatives of poor households to collect opinions; make a list of poor households that are eligible and in need of support to build new or repair houses in 2023. The People's Committee at the commune level conducts appraisal, public posting, makes a list, completes the application for support, synthesizes the results and reports to the District People's Committee. The steps in the process are carried out by localities carefully but also very urgently and decisively.

Up to now, Resolution No. 43 is the first and only resolution to organize a social feedback conference and directly collect feedback from all agencies, organizations and localities in the province. In particular, the level of support for house construction and repair has been doubled compared to before. Specifically: For new construction, the support is 100 million VND/house, for households repairing, the support level is 50 million VND/house. This policy has created conditions for poor households with housing difficulties to realize their aspiration of having a solid house. This is the motivation for the poor to work, produce, develop the economy and escape poverty.

The implementation of the policy to support the construction and repair of houses for poor households has received close attention and direction from the Provincial Party Committee, People's Council and People's Committee; enthusiastic and responsible guidance from departments, branches, agencies and units; active and regular leadership and direction from the District Party Committee, People's Council and People's Committee of districts and cities; the participation of the entire political system; and the support of the people, so the implementation progress is fast, ensuring seriousness, publicity and transparency.

By the end of 2023, the whole province had started and completed 495 houses (327 new houses and 168 repaired houses), with a total cost of 49.1 billion VND (of which the State budget was 41.1 billion VND, mobilized capital and counterpart funds from the people were 8.018 billion VND). The "Party-friendly, people-loving" houses were built from the province's humane policies, the joint efforts of all levels, sectors, businesses, philanthropists and the whole community, affirming that Resolution No. 43 was issued very correctly and promptly, contributing to improving the quality of life and sustainable poverty reduction for the disadvantaged.
