From October 15, those with a B2 or A4 driving license issued before October 15, 2013 will have to change to a new license according to regulations or they may be fined up to 12 million VND.
A driver's license, also known as a driving permit, is issued by a government agency after a person passes a driving test.
Cases that need to change driver's license before October 15
According to Clause 3, Article 17 of Circular 12/2017/TT-BGTVT supplemented by Clause 3, Article 2 of Circular 01/2021/TT-BGTVT, the validity period of A4 and B2 driving licenses is 10 years from the date of issue and this validity period is stated on the driving license.
Therefore, those with a B2 or A4 driving license issued on or before October 15, 2013 will have to renew their driving license before October 15, 2023.
After this period, the old driving license will no longer be valid and the driver may be fined. The driving license expiration date is written on the driving license. When the expiration date is near, the road user must carry out the procedure to change the driving license.
Regulations on re-issuance of expired driving licenses
a) A person whose driving license has expired from 03 months to less than 01 year from the expiration date must retake the theory test to reissue the driving license.
b) A person whose driving license has expired for 01 year or more from the date of expiration must retake both theory and practice tests to reissue the driving license.
Penalty for using expired driving license
According to Decree 123/2021/ND-CP, drivers of cars and similar vehicles using expired driving licenses will be subject to the following penalties:
- Fine from 5-7 million VND for driving license expired less than 3 months.
- Fine from 10-12 million VND for driving license expired for 3 months or more.
