With the spirit of innovation and creativity, since the beginning of the term, the Provincial People's Council has promoted its role as a local state power agency, promptly issued many important and practical policies, bringing about practical results. Thereby, contributing to the political system of the whole province in implementing the right direction, achieving important results in implementing the goals, targets and tasks of socio-economic development, and improving the quality of people's lives.

Up to now, the 14th Provincial People's Council has held 19 sessions, issued nearly 300 resolutions on important and necessary policies, measures and mechanisms in the areas under the authority of the Provincial People's Council, responding to objective realities and promoting sustainable development of the locality. Thereby contributing to building a strong local government, truly "of the people, by the people and for the people", operating effectively and efficiently, concretizing the goals and tasks in the Resolution of the 15th Provincial Party Congress.
These include resolutions on mechanisms and policies for resource allocation, support for localities to invest in construction, upgrading the infrastructure standards of schools and medical stations, and supplementing credit sources to create jobs for people; mechanisms and policies to prioritize, encourage, and attract investment in agriculture and rural areas; social protection, education, health, security, ethnicity... creating momentum to promote rapid, effective, and sustainable socio-economic development in ethnic minority, mountainous, border, and island areas and implementing 3 national target programs.
Notably, Resolution No. 16/2021/NQ-HDND, Resolution No. 50/NQ-HDND dated November 13, 2021 approving the investment policy of the Overall Program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period of 2021-2025, with a vision to 2030, and the New Rural Development Program for the period of 2021-2025... The issued decisions have contributed to concretizing Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee, clearly demonstrating the priority of minimum state budget resources (about 4,000 billion VND) and legally mobilized capital to focus on investment to support the development of socio-economic infrastructure, borrowing capital to develop production, competitive products, and improve the quality of products. high quality OCOP products... for communes and villages that have just completed Program 135, exited the category of special difficulties in the 2016-2020 period and are implementing the province's advanced rural area program and model rural area program in the 2021-2025 period.
After 3 years of implementation, the province now has no poor households according to the central poverty line; no temporary or dilapidated houses; no extremely disadvantaged communes according to the central government's new criteria. The average income per capita in the province reached 73,348 million VND, an increase of 1.7 times compared to 2020, about 1.23 times higher than the national average income, about 2.8 times higher than the country's common goal by 2025 of raising the average income of ethnic minority people. Quang Ninh is the first province in the country to promptly implement a special policy to support 100% of the cost of issuing health insurance cards to people living in communes and villages newly out of difficult and extremely difficult areas by the end of 2025, thereby the rate of ethnic minorities with health insurance reached over 98%.

Mr. Ly Tai Thong, a representative of Tan Dan commune (Ha Long city), shared: The province's investment resources and proper support in recent years, especially Resolution 06-NQ/TU, or the policies and mechanisms issued by the Provincial People's Council on investment and sustainable socio-economic development in communes, villages, and hamlets in ethnic minority areas, mountainous areas, border areas, and islands... have affirmed the spirit of solidarity, responsibility, and concern for the difficulties of the people in these areas. The policies and resolutions put into practice have met the expectations of the entire Party and people, and are a driving force to encourage ethnic minorities to rise up and join hands to compete in developing production, no longer waiting and relying on the State as before. People increasingly trust and expect the decisions of the Party and the government and are determined to join hands and implement them.
In addition, the Provincial People's Council has unanimously issued many resolutions on mechanisms and policies to promote the implementation of 3 strategic breakthroughs, continuously improve the investment and business environment, enhance provincial competitiveness, and accompany businesses after the Covid-19 pandemic. Notably, Resolution No. 155/NQ-HDND dated July 12, 2023 "On a number of key solutions to support enterprises, cooperatives, and business households to improve production and business efficiency and sustainable development by 2025". The policy was issued to contribute to concretizing the goals and tasks in Resolution No. 01-NQ/TU dated November 16, 2020 of the Provincial Party Committee "On rapid and sustainable development of the manufacturing and processing industry in the 2020-2025 period, with a vision to 2030" - the first Resolution of the Provincial Party Committee for the new term. This will continue to build trust for businesses and investors in the local business investment environment, which has always been among the provinces and cities with the best economic management quality in the country for many consecutive years; creating a breakthrough in attracting foreign direct investment in 2023, reaching 3.1 billion USD, ranking 3rd in the country, the highest ever.
Mr. Tran Kinh Vi, General Director of Global Operations, Jinko Solar Group, affirmed: Quang Ninh has become a locality playing a very important role in Jinko Solar's production chain globally. Factories operating in Quang Ninh currently account for about 50% of the Group's total production abroad. The effective and substantial support and companionship of the province in recent times, along with positive points in administrative reform and improving the investment and business environment, are the decisive factors for the Group to continue choosing Quang Ninh as the investment location for the Jinko Solar Hai Ha Vietnam Photovoltaic Cell Technology Complex Project and other projects in the future...

In a fast-growing area like Quang Ninh province, there are increasingly higher requirements for strengthening comprehensive and strict social development management. Therefore, the Provincial People's Council has mechanisms and policies to contribute to building an orderly, disciplined, secure, safe and civilized society. Up to now, the Provincial People's Council has approved 18 policies applicable to 7 groups of subjects implementing drug addiction treatment, post-drug addiction treatment management and supporting specialized forces in drug crime prevention and control in the province, creating a breakthrough in drug crime prevention and control; 3 districts are drug-free, about 50% of communes, wards and towns are drug-free.
The results of the Provincial People's Council's activities have significantly contributed to the overall results of the whole province in recent years in the context of many unprecedented difficulties and challenges since the beginning of the 2020-2025 term; maintaining a safe, stable locality and development momentum with double-digit GRDP growth for the 9th consecutive year (2015-2023), completing many important goals of the term ahead of schedule, especially the cultural - social - human goals, improving the quality of people's lives, with GRDP per capita reaching 9,500 USD. The people's trust index for the Party and government of Quang Ninh province through a sociological survey reached over 96%.
