Accordingly, international tour guides are allowed to guide domestic tourists, international tourists coming to Vietnam nationwide and taking tourists abroad; domestic tour guides are allowed to guide domestic tourists who are Vietnamese citizens nationwide; on-site tour guides are allowed to guide tourists within the scope of tourist areas and tourist spots.
Conditions for practicing as a tour guide include having a tour guide card, having a labor contract with a travel service business, a tour guide service provider, or being a member of a socio-professional organization on tour guiding for international tour guides and domestic tour guides.

Have a guiding contract with a travel service business or a document assigning guides according to the tour program; for on-site tour guides, there must be an assignment from the organization or individual managing the tourist area or tourist spot; tour guide cards include international tour guide cards, domestic tour guide cards and on-site tour guide cards; international tour guide cards and domestic tour guide cards are valid for 05 years.
Conditions for granting a domestic tour guide card include having Vietnamese nationality, permanent residence in Vietnam, full civil capacity, no infectious diseases, no drug use. Graduated from intermediate level or higher in tour guiding; in case of graduating from intermediate level or higher in another major, must have a certificate of domestic tour guiding skills.
Conditions for granting an international tour guide card include graduating from college or higher in tour guiding; in case of graduating from college or higher in another major, one must have a certificate of international tour guiding skills and be proficient in a foreign language to register to practice.

The Minister of Culture, Sports and Tourism shall specify in detail the card form, training content, training, organization of examinations, issuance of tour guide certificates; content of on-site tour guide examination; foreign language proficiency standards. The application for an international tour guide card or domestic tour guide card shall include an application for a tour guide card according to the form prescribed by the Minister of Culture, Sports and Tourism, and a resume certified by the People's Committee of the commune where the applicant resides.
Certified copies of diplomas, certificates, health certificates issued by competent medical examination and treatment facilities within 06 months from the date of application submission; 02 color portrait photos measuring 3cm x 4cm. Within 15 days from the date of receipt of valid documents, the provincial tourism authority shall issue a tour guide card to the applicant; in case of refusal, a written response must be given stating the reason.
Regarding the rights and obligations of tour guides, tour guides have the following rights: to participate in social-professional organizations on tour guiding, to receive salary and other remuneration according to the contract, to participate in training courses on knowledge, expertise, profession, and skills of tour guiding.
In case of emergency or force majeure, the right to change the tour program, adjust the standards and services of tourists. Tour guides have the following obligations: guiding tourists according to assigned tasks or according to the guiding contract, complying with and guiding tourists to comply with Vietnamese law, the law of the tourist destination, the regulations of the tourist destination; respecting local customs and practices.
Inform tourists about the tour program, services and the legitimate rights and interests of tourists, guide tourists according to the tour program, have a civilized, enthusiastic and thoughtful attitude towards tourists; report to the person in charge of the travel service business to decide to change the tour program in case tourists request to be responsible for assisting in ensuring the safety of life, health and property of tourists;
International tour guides and domestic tour guides must carry the assignment papers of the tour organization enterprise and the tour program in Vietnamese while working. In case of guiding international tourists, tour guides must carry the tour program in Vietnamese and foreign languages.
Regarding the management of tour guides, the Ministry of Culture, Sports and Tourism is responsible for inspecting and examining the activities of issuing tour guide cards, training and fostering tour guide skills, and tour guiding activities nationwide. Provincial tourism agencies are responsible for inspecting and examining the activities of training and fostering tour guide skills, and tour guiding activities in the area.
Travel service businesses and tour guide service providers have responsibilities such as: checking and supervising tour guides' activities in compliance with the law and contracts signed with the business, fostering knowledge, expertise, professionalism, and skills in tour guiding./.
