The Ministry of Finance has issued Decision No. 2397/QD-BTC on the Plan to implement the National Cyber Security Strategy, proactively responding to challenges from cyberspace until 2025, with a vision to 2030. With the goal of comprehensively implementing the National Cyber Security Strategy, proactively responding to challenges from cyberspace until 2025, with a vision to 2030 at the Ministry of Finance. Accordingly, it is required to unify with the goals and tasks of ensuring cyber security until 2025 that the Ministry of Finance has issued in the Plans on Digital Government Development and Digital Transformation until 2025, strictly and fully implementing the provisions of the law on cyber security.

Regarding specific goals by 2025: 100% of the Ministry of Finance's information systems are guaranteed information security by level, 100% of units under the Ministry of Finance implement security assurance according to the 4-layer model, 100% of information systems are deployed to monitor network security, 100% of information systems are inspected and assessed for network security. 100% of staff working on information security are trained, coached, and practice incident response and handling, 100% of staff, civil servants, and public employees are raised awareness of information security. For the vision to 2030, the work of ensuring network security of the Ministry of Finance fully meets the provisions of the law on network security; supporting and contributing to the successful implementation of the digital transformation process of the Ministry of Finance.

On the task of completing the legal framework and ensuring resources for network security, with priority given to allocating funds from the state budget to implement the tasks of the Strategy in accordance with the provisions of the law on public investment and the law on the state budget. Participate with the Ministry of Home Affairs and the Ministry of Information and Communications to develop a specific salary mechanism for the specialized force on network information security and network security in state agencies and organizations. Participate with the Ministry of Information and Communications, the Ministry of Public Security, and the Ministry of National Defense on documents regulating and guiding network security. On the work of developing and promulgating internal regulations on network security; Developing human resources for network security, Propagating and raising awareness of network security, ensuring the security of information systems at all levels.
In particular, protecting data of organizations and individuals, implementing information security according to the 4-layer model, protecting network security for information systems, ensuring network safety and security for the process of implementing e-Government, digital transformation, implementing cybersecurity incident response, creating digital trust, building an honest, civilized, healthy network environment and preventing and combating violations of the law in cyberspace, inspection and reporting. Accordingly, the Ministry of Finance also assigned the Department of Informatics and Financial Statistics to be responsible for monitoring and urging units under the Ministry of Finance to implement this Plan, the Department of Planning and Finance coordinates with relevant units under the Ministry to be responsible for proposing and arranging funding to implement tasks of ensuring cybersecurity at the Ministry of Finance according to this Plan, units assigned tasks in the Plan to implement tasks according to the plan, roadmap, ensuring quality and efficiency./.
