With the viewpoint that the construction of the National Data Center must be consistent with the Party's guidelines and policies, the State's laws and policies; consistent with national development plans and strategies; ensuring consistency and synchronization with the development of national databases and the national digital transformation process, consistent with the e-Government architecture, contributing to the construction and development of the digital government, digital economy and digital society. The objectives, tasks and solutions for implementing the Project must be feasible, ensuring the effective and sustainable construction, management and exploitation of the National Data Center.
Building a National Data Center according to national and international standards, in line with trends and worthy of the world. The implementation needs to be carried out quickly to create a foundation for fundamental and comprehensive changes in the collection, storage, management, provision, integration, sharing of information, and analysis of Government data to ensure the goals of social management, direction, provision of public services and utilities for people and promotion of socio-economic development; the products created must be tools to solve and remove bottlenecks, as well as create breakthroughs in the development of national databases and other database systems formed in the future. The National Data Center must become an important component of digital infrastructure serving economic development and social management in accordance with the characteristics of Vietnam. Building a National Data Center must apply the most advanced and modern technological solutions with long-term use value, taking advantage of the achievements of the 4th Industrial Revolution, especially developing an ecosystem of new services and technologies such as cloud computing, big data, artificial intelligence...

With its position and role, the National Data Center is a data center built, managed, exploited and operated by the Government; integrating, synchronizing, storing, sharing, analyzing, exploiting and coordinating data of state agencies according to the provisions of law to form a human data warehouse and a data warehouse synthesized from national databases; data at the National Data Center is the core foundation for providing data-related services, supporting policy making, creating development, building digital government, digital society and digital economy, ensuring national defense and security. At the same time, it provides information technology infrastructure for socio-political organizations, national database systems and agencies in need of use to exploit, operate, improve efficiency, ensure information security and safety.
Integrate, synchronize, store, exploit, share, analyze and coordinate all aggregated data from national databases, data related to people (including Vietnamese citizens and people related to socio-economic activities in Vietnam) according to the provisions of law to create a human data warehouse; human-related data includes digitized information with content related to people including: population data, insurance, health and social security, education and training, civil servants, public employees, identification, household registration, financial activities, and other activities from national databases, databases of ministries, branches, localities and other databases. Use collected and synchronized data to simplify administrative procedures, improve the service of state agencies to people and businesses. At the same time, create conditions for the development of many new products and services based on digital data exploited from shared data warehouses and open data warehouses, contributing to promoting socio-economic development. Focus on modern, synchronous technologies and solutions, ensuring security and safety to provide information technology infrastructure for Party agencies, the National Assembly, state agencies and socio-political organizations when needed, connect internationally to share information, research, build and implement national development strategies and lay the foundation for research, support the exploitation and development of national science and technology.
It can be seen that, at present, high-quality human resources, together with science - technology and innovation, have become the most important input factors of modern production forces, and are the 'key' to determining the speed and quality of development of countries and economies. For Vietnam, the role of science - technology in promoting industrialization and modernization of the country has always been highly valued by our Party and State. In many documents and resolutions of the Party, science - technology is considered a top national policy, the foundation and driving force for socio-economic development and national defense.
