In particular, science, technology and innovation are important foundations and breakthroughs in industrial and trade policies to innovate the growth model, improve productivity, quality, efficiency and competitiveness of the industry and trade sector; be self-reliant in industrial technology, especially key technologies; contribute to accelerating the industrialization and modernization of the country. Science, technology and innovation activities of the industry and trade sector must be implemented with focus, key points, closely linked with the orientation, strategy, planning and development plans of industrial and trade sectors and fields in order to create substantial and effective research results with strong spillover effects, creating momentum to promote the rapid and sustainable development of the industry and trade sector. Prioritize research and development activities, application of new, modern and digital technologies to create breakthroughs in production levels and capacity in key, spearhead and priority industries, processing and manufacturing industries, high-tech industries; especially applied research activities, technological innovation with the policy of "catching up" and moving towards "leading" technology for manufacturing enterprises. Focus on scientific, technological and innovation activities to serve the task of state management.
Synchronously implement tasks and solutions to develop scientific research and technological development (R&D) capacity of research institutes and universities along with improving the technology absorption capacity of enterprises in the industry. Promote the close relationship between universities, research institutes and enterprises in scientific, technological and innovation activities of the Industry and Trade sector. In which, enterprises play a central role; research institutes and universities are strong research entities; state management agencies play the role of guiding, coordinating, creating a favorable, open and effective environment for scientific, technological and innovation activities. Promote the socialization of investment sources for science, technology and innovation; mobilize and effectively use resources from the state budget and enterprises, encourage investment from the private sector for scientific, technological and innovation activities of the Industry and Trade sector.

With the goal of science, technology and innovation making practical contributions to the implementation of the goals and plans for the development of the Industry and Trade sector, implementing industrial and trade restructuring in the 2021 - 2030 period; truly becoming an important driving force to build a modern national industry with high productivity, quality, added value and competitiveness, self-reliance, adaptability, good resilience, advanced technology in many important fields; actively contributing to the development of trade in a modern direction, rapid and sustainable growth, promoting advantages and effectively exploiting free trade agreements associated with enhancing the reputation and quality of Vietnamese goods. Specifically, by 2030, enhance the contribution of science, technology and innovation to the overall growth of the industry and trade sector through research and development activities, application, transfer, innovation, mastery and localization of advanced and modern technology and equipment, improve organizational capacity and corporate governance; contribute significantly to the implementation of the common goals of the entire industry and trade sector by 2030: the growth rate of industrial added value reaches an average of over 8.5%/year; the growth rate of industrial labor productivity reaches an average of 7.5%/year.
Science, technology and innovation play an important role in serving industrial development, focusing on basic industries, processing and manufacturing industries, contributing to shifting the internal industry structure to production stages with high added value in the production value chain; promoting the development of new industries and high-tech industries; making practical contributions to the implementation of the goals by 2030: the proportion of processing and manufacturing industries reaches about 30% of GDP and the proportion of high-tech industrial product value in processing and manufacturing industries reaches over 45%. Science, technology and innovation ensure the provision of scientific and practical arguments to build and implement appropriate mechanisms and policies to serve domestic trade development, expand export markets; promote the application of modern technology, digital transformation in trade activities, market management; develop e-commerce, digital economy and new business models; actively contribute to the goal of increasing e-commerce sales between businesses and consumers (Business to Customer - B2C) by an average of 20 - 25%/year.
In which, the system of national technical standards and regulations in the industry and trade sector will be completed in a synchronous and complete manner, meeting the requirements of state management tasks, in harmony with international standards, in line with international commitments; contributing to encouraging enterprises to apply advanced technology, improving productivity, quality, and competitiveness of Vietnamese goods; the harmonization rate of the national standards system in the industry and trade sector with international standards will reach over 70%. Supporting at least 200 enterprises to apply advanced technology as a result of scientific, technological and innovation activities in management, production and business, bringing positive effects in operations demonstrated by revenue growth, profits, job creation and improved working conditions for employees.
In particular, improve the quality of construction and implementation of scientific and technological tasks based on market demand, focusing on enterprises, and linking them with industry development orientations, strategies, planning, and plans. Integrate research, development, and technology application activities with innovation, standardization, and intellectual property activities. Focus on implementing scientific and technological tasks in the direction of application, mastering source technology, high technology, and green technology; localizing industrial production lines and equipment; developing new products with high added value and competitiveness, replacing imported goods; improving productivity, quality, and reducing costs, etc. in industrial production sectors.
In particular, focus on research tasks to provide scientific arguments for the construction and implementation of mechanisms and policies for industry development. Form a number of key science and technology programs and projects to focus appropriate resources to solve major problems and urgent requirements in key production areas of the industry. Strengthen the implementation of tasks with participation and close coordination between research institutes, universities and enterprises; tasks with links between domestic science and technology organizations and international organizations to apply, transfer and absorb advanced technology from the world to domestic enterprises. Prioritize the implementation of science and technology tasks built on the basis of orders from state management agencies and enterprises. Promote the exploitation, transfer, application and commercialization of scientific and technological research results into production and business practices at enterprises to improve productivity, quality and competitiveness of products. Effectively implement regulations on assigning ownership and usage rights of research results using state budget to presiding agencies and enterprises for application and commercialization.
