Review and effectively implement mechanisms and policies to create favorable conditions for public science and technology organizations under the Ministry of Industry and Trade to establish and effectively operate innovation centers, science and technology enterprises, and creative startups under their management to commercialize research results and provide consultancy and transfer of advanced technology to serve production and business needs. Develop human resources for science, technology and innovation with high qualifications and creative capacity to meet the requirements of industrialization in the new context; prepare human resources for science, technology and innovation for the future one step in advance. Strengthen training and development of human resources for science, technology and innovation in a synchronous and balanced manner in each field and specialty; Ensure that each field has a team of leading experts with the capacity to receive and apply high technology and new technology of the fourth industrial revolution.

Specifically, determine the human resource needs of each industry, industrial and commercial sector to have a plan to train human resources with expertise at different levels, meeting the needs in each period, especially high-quality human resources. Develop and organize the implementation of training programs and plans in countries with advanced science and technology for young cadres working in engineering, science and technology, especially in priority industries, new industries, high-tech industries. Strengthen coordination and linkage between science and technology organizations, enterprises of the Industry and Trade sector with prestigious universities and research institutes in the world to carry out a number of common research tasks towards solving urgent and practical problems of the sector.
