" MAKING IT DIFFICULT" FOR WORKERS
Ms. Pham Thi Tuong Vi, a worker at Mabuchi Motor Da Nang Co., Ltd., said that she and her colleagues bought social housing (NOXH) in Area E3, E4 of Hoa Khanh apartment building, in Hoa Khanh Industrial Park (IP), Lien Chieu District from Saigon Thuan Phuoc Green Real Estate Company. However, for the past 3 years, she has not received the apartment. "The company has made many appointments, but has not yet delivered the house as per the contract, causing the workers to be very upset because of economic and housing difficulties, having to pay both bank loans and rent," she said. Ms. Vi requested the leaders of Da Nang City to intervene to ensure the progress of NOXH in Hoa Khanh IP in particular and other NOXH projects, ensuring workers' rights and contributing to social security. The company admitted that it had delayed handing over the house to the workers due to difficulties in progress, construction and other procedural problems.

Meanwhile, those who were allocated housing were not necessarily satisfied. Ms. Nguyen Thi Xuan An (Fujikura Automotive Vietnam Co., Ltd.) reported that many workers were allocated apartments in Hoa Cam Industrial Park (Cam Le District), but the apartment area was too small, only 16 m2 , no different from a rented room, unable to meet the minimum living needs of a family of 3. Therefore, Ms. An and the workers proposed to increase the room area.
For workers living in rented houses, the situation is even more difficult. Worker Ho Phi Binh (Da Nang Cement One Member Co., Ltd.) said that while social housing has not yet met the demand, currently more than 50% of industrial park workers live in rented houses with rapidly increasing room prices, without government regulation, while the rented rooms are gradually deteriorating and shabby. Although the city has a policy of lending capital to owners of rented rooms to invest in and renovate rooms, the loan capital is low, so very few people can access the loan package. "To ensure workers' rented rooms, there should be a subsidy policy for owners of rented rooms to reduce room prices, or incentives for purchasing goods to stabilize prices, increase the loan amount and loan period, reduce interest rates, and simplify procedures to encourage them," Mr. Binh proposed.

According to Mr. Le Van Hung (Head of Spare Parts Department, Song Han Auto Corporation), the Housing Law that requires the condition for buying social housing to be tax-free income has "made it difficult" for workers. Currently, prices are high, the tax-free income (VND 11 million/month) has been paid in installments for 2/3, the rest is not enough to cover expenses. Workers have to work overtime, find extra jobs, and if their income reaches the taxable level, they are not eligible. Therefore, it is necessary to adjust the income condition according to reality and only need a 1-year labor contract to buy social housing (instead of the current requirement of 1-year temporary residence).
Mr. Nguyen Duc Thuan, Deputy Director of Ong Bay Construction, Trade and Service Company Limited, proposed to expand the number of social housing buyers to workers outside industrial parks, which account for a larger number, especially those working in the tourism sector, the city's key economic sector (not just workers).

NEED MORE RESOURCES, POLICIES
The Da Nang City National Assembly Delegation affirmed that the workers' and laborers' complaints were all valid, especially the unreasonable regulations on income and temporary residence when the majority of workers are immigrants. Therefore, Da Nang City will propose that the National Assembly consider this.
According to the Social Policy Bank, Da Nang City branch, by the end of April 2023, the unit had disbursed 179.3 billion VND for social housing loans, house construction and repair in the assigned package of 250 billion VND, and disbursed 130 billion VND to maintain and expand the scale of job creation in the 150 billion VND package assigned in 2023. The maximum loan limit for house construction is 500 million VND (interest rate of 4.8%/year). The Da Nang City Labor Federation also developed a project for local officials and civil servants to borrow 100 billion VND through the Social Policy Bank, which the Da Nang City People's Council will consider at the mid-year meeting in 2023.
According to calculations, Da Nang City needs 28,000 new houses to meet the needs of workers and laborers. Mr. Tran Van Hoang, Deputy Director of Da Nang City Department of Construction, said that the Hoa Cam Industrial Park workers' housing has approved 117 houses, of which 44 out of 285 are for rent. Currently, the Da Nang City Labor Federation has also proposed to renovate and expand the rooms to double the area (32 m2), and install elevators for all blocks, with a total estimated cost of 15.8 billion VND.
Mr. Luong Nguyen Minh Triet, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Da Nang City, said that the city has many specific policies for workers, but it is still necessary to allocate adequate resources to realize them, focusing on workers in industrial parks and non-state enterprises. In addition, the city has increased investment attraction and developed workers' housing, initially expanding the area of housing rooms for workers in Hoa Cam Industrial Park, and proposed that the Government convert the function of the Western Dormitory Area into social housing, meeting part of the demand. "I request that all levels regularly survey and grasp the timely, substantial, and detailed living needs of workers to have policies that come into practice. The aspirations of workers are under the authority of the Central Government and the National Assembly. The National Assembly delegation and the People's Council of Da Nang City will synthesize and make recommendations in the upcoming National Assembly session to develop policies to ensure the needs of workers," said Mr. Luong Nguyen Minh Triet.
