Many people "have trouble" with the new price list

Accordingly, on July 19, the Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City submitted a draft to adjust the land price list in the area according to the provisions of the 2024 Land Law, effective from August 1, 2024 to December 31, 2024 (in just 5 months). After that, it will summarize and assess the economic and social impacts, thereby continuing to adjust the land price list to apply from January 1, 2025 to December 31, 2025.

This draft clearly states that there will be 8 groups of affected subjects including: Groups of households and individuals recognized and changed land use purposes; Calculating land use tax; Calculating fees in land management and use; Calculating fines for administrative violations in the land sector; Calculating compensation to the State for causing damage in land management and use; Calculating land use fees in cases of selling state-owned houses to tenants.

Being among the affected groups when preparing to change land use purposes, Ms. Nguyen Thi Quyen (Hoc Mon, Ho Chi Minh City) said that adjusting land prices closer to the market is a positive move. However, it still takes time for people to adapt before applying it in practice.

"My family has a plot of land for growing trees and wants to convert it to residential land, but with land prices increasing dozens of times, the conversion cost has increased accordingly. Therefore, my family is planning to convert only a small part of that plot of land to build a house because we don't have enough money, leaving the rest there and thinking about other options," Ms. Quyen shared.

The rapid application of the new land price list has affected many people's land conversion plans.

Similarly, Mr. Le Manh Hung (Binh Chanh, Ho Chi Minh City) also said that the application of the new land price list is being carried out too quickly. If it is applied on August 1, the cost of converting land use purposes will also increase sharply, causing Mr. Hung to also think of the option of continuing to save to buy residential land from the people.

"My family has saved up some money and planned to convert part of the land to residential land by the end of this year. But the city's hasty application of the land price list has caused that plan to fail, because the cost of converting to the new price range is too high for the family to afford," said Mr. Hung.

In addition, although the new land price list has many positive impacts, its too-fast application is considered to create a "shock" to a part of the population who need to change the purpose of land use to serve social security needs such as building new houses, dividing land for children to build houses, etc.

New land price list does not increase market price

In response to the mixed opinions recorded, at the recent press conference, Mr. Nguyen Toan Thang - Director of the Department of Natural Resources and Environment of Ho Chi Minh City affirmed that the new land price list was built based on market data on land prices. Specifically, data on land transactions in the area over many years. This data is compiled from many sources such as the Tax Department, Land Registration Offices of districts, towns... In addition, the new land price list will always update the approved resettlement land prices according to market prices.

"This price list updates the original price data, not increasing the market price. This price is happening in the market, and is adjusted," said Mr. Thang.

The Director of the Department of Natural Resources and Environment of Ho Chi Minh City also added that the adjusted land price list of Ho Chi Minh City is expected to be applied from August 1, 2024, helping land prices to be closer to market prices. Before building the price list, market prices must be collected from many sources in all localities. Therefore, some opinions that Ho Chi Minh City applies without data are incorrect.

Regarding public opinion that the application of the new land price list is somewhat rushed, the Director of the Ho Chi Minh City Department of Natural Resources and Environment explained that although he really wanted more time, the 2024 Land Law stipulates that the land price list applied after August 1, 2024 no longer has regulations on adjustment coefficients and must update resettlement land prices. Therefore, the Department must develop a new land price list to comply with the provisions of the law.

In addition, with the opinion that the increase in land prices makes people who want to convert have to spend a lot of money, like having to pay twice to own their own land, Mr. Thang said: "People buy agricultural land at low prices, now want to change the purpose to residential land, so paying the difference is obvious."
