Today, May 7, the Ministry of Industry and Trade chaired an online meeting with relevant ministries, branches, localities, Vietnam Electricity Group (EVN), National Power Transmission Corporation (EVNNPT) on the progress of the 500 kV circuit 3 transmission line project.
Reporting to the State Steering Committee for important national programs, works and projects in the energy sector, EVN General Director Nguyen Anh Tuan said that up to now, the project has completed signing contracts for 225/226 packages, and 1 package supplying electric resistance for the 500 kV Quang Trach - Quynh Luu Project is completing procedures to re-select a contractor.
Add subcontractors to meet schedule
To ensure the progress of energizing the projects, the National Power Transmission Corporation (EVNNPT) is mobilizing existing equipment on the grid to serve the 500kV circuit 3 project.
EVN said that, regarding the site clearance for the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), 1,177 (100%) of the pole foundation locations have been completed so far. However, with the anchorage distance (KN), only 377/503 (about 75%) have been handed over, with 126/503 KN yet to be handed over. Of which, 2 localities, Quang Binh and Ninh Binh, have completed the handover of KN, while the remaining 7 provinces have not completed. Specifically, Ha Tinh (15/112 KN left), Nghe An (29/88 KN left), Thanh Hoa (42/138 KN left), Nam Dinh (20/54 KN left), Thai Binh (10/47 KN left), Hai Duong (5/31 KN left) and Hung Yen (5/14 KN left).

The investor has had many solutions and resolutely managed and urged contractors such as: importing enough input materials, installing and optimizing production lines, increasing human resources and implementing "3 shifts, 4 shifts, 24/7" processing. For contractors that are found to be behind schedule, EVN/EVNNPT and Project Management Boards require contractors to add more capable subcontractors to speed up the progress; transfer different types of columns between construction packages to synchronize the supply of columns to completed foundation locations to minimize the waiting for columns and vice versa; speed up the acceptance and payment progress for contractors so that contractors have funds to continue purchasing materials and processing, manufacturing and producing steel columns, assigning people to inspect and urge the production and supply of steel columns at manufacturing plants.
According to Minister of Industry and Trade Nguyen Hong Dien, the localities, EVN, EVNNPT and contractors have made great efforts, which are commendable. In particular, the handover of the anchorage and the route corridor has been accelerated compared to the previous meeting. However, the work progress has not yet reached the set plan. The handover of the route corridor could not be completed before April 30 as committed by the leaders of the provincial People's Committees...
Send diplomatic note to embassies of 3 countries for support
In particular, regarding the slow delivery of materials and equipment, the leader of the Ministry of Industry and Trade said that the Ministry of Industry and Trade has sent an urgent telegram to the Vietnam Trade Office and a diplomatic note to the Vietnamese Embassy in China, Russia and India to speed up the import of materials and equipment. Information shows that materials and equipment from Russia have been loaded onto ships and are expected to arrive in Vietnam in 7-10 days.
In addition, the conference noted that the construction work also encountered many difficulties such as complex terrain and geology, narrow construction sites, small access roads, and difficulty in transporting materials and heavy equipment. The rainy season has also begun, greatly affecting the progress and quality of construction works.
In order to ensure the completion of projects as required by the Prime Minister, the State Steering Committee for important national programs, works and projects, key energy sector projects and the Ministry of Industry and Trade request the Ministry of Natural Resources and Environment to coordinate with ministries and branches to promptly appraise the compensation and support policy framework for site clearance to submit to the Prime Minister for consideration and approval, no later than May 15. Request the Ministry of Agriculture and Rural Development to support EVN/EVNNPT in adjusting some actual pole positions. Request the State Capital Management Committee at Enterprises to continue to support EVN/EVNNPT in removing obstacles for importing equipment and materials from abroad or mobilizing domestically. Request the People's Committees of provinces where the project passes through to continue to urge and direct the good implementation of site clearance work to hand over the remaining anchorages before May 15, 2024.
"The rainy season has begun, and the weather is changing very dramatically. Work safety is the most important issue at this time. Progress must be ensured, but work safety, environmental safety, and construction site quality are issues that cannot be taken lightly," the Minister emphasized./.
