In the localities of Quang Ninh, Hai Phong and Bac Ninh, after the storm passed, businesses and business units mobilized human resources to urgently overcome the consequences, quickly restoring production and business. Officials and workers were required to return to work, produce, ensure progress and plans to supply goods to the market, and hand over products signed with partners at the beginning of the year.

Hai Phong City has been mobilizing all resources, resolutely overcoming the damage, stabilizing people's lives and urgently restoring production and business activities... At DAP-Vinachem Joint Stock Company in Dinh Vu Industrial Park (Hai Phong), exactly one day after the storm, the company's production activities have returned to normal.

Deputy General Director Nguyen Ngoc Son happily announced that thanks to proactive and careful prevention of storm No. 3 early on, all of the company's machinery and equipment were safe. Just one day after the storm, the company had its power restored, workers were still working, and the entire production line maintained normal operations...

With the determination of the entire political system to quickly and decisively take action, less than a day after storm No. 3, the traffic system in Hai Phong was cleared again; only three days after the storm, Hai Phong had basically restored the power, water, and telecommunications systems to most customers in localities and industrial zones. Up to now, production and business activities, as well as the lives of the people of the Port City, have gradually returned to the pre-storm period.

According to Vicem Hai Phong Cement Company General Director Tran Van Toan, storm No. 3 "devastated" the company, causing damage of about 15-16 billion VND, power lines were broken, the kiln was wet, the equipment insulation system was damaged by 1/3... However, with the most urgent spirit, all staff and workers of the company were mobilized to work on Saturdays and Sundays to overcome the consequences and restore production. On September 11, the company exported the first batches of cement after the storm.

Although there is no electricity, the company uses manual labor to export goods, and without a telecommunications network, it uses walkie-talkies to communicate... Continuously from September 11 until now, the company has exported 6,000 tons of goods to the market every day. Along with that, the company urgently repaired damaged equipment and factories, organized kiln drying, immediately started production, and on September 15, new batches of cement continued to be produced...

In Bac Ninh, factories and businesses have not had production interruptions. During the stormy days, more than 350 workers of LS ELECTRIC Vietnam Co., Ltd., specializing in manufacturing electrical cabinets and panels in the expanded Yen Phong Industrial Park, were still working at the production lines. Mr. Hong Soon Mong, Factory Director, said: Storm No. 3 with heavy rain and strong winds damaged some parts of the factory and office areas; rainwater flooded around the factory.

However, all leaders, officers and workers of the company have carefully prepared for prevention work, so the factory still maintains normal production operations. Notably, to ensure the safety of workers, during storm days, the company provides on-site accommodation and meals. Up to now, the company's production output has increased by 30% compared to 2023; the number of orders for transformer stations for large buildings, industrial projects, etc. from potential customers has also increased; contributing to helping the business increase its revenue in 2024 to 120 million USD.

Mr. Nguyen Van Phuc, Head of the Bac Ninh Industrial Park Management Board, said: Due to the good infrastructure of industrial parks and proactive preparations for storm prevention and control, businesses in Bac Ninh's industrial parks have been operating stably, with no casualties. Before, during and after storm No. 3, large businesses such as Samsung Electronics, Samsung Display, Canon, Hong Hai Foxconn, ABB, Amkor, Goertek, LS... did not suffer from power or water outages, and production was normal.

Along with ensuring safe and stable power supply for industrial parks, the Industrial Park Management Board also guided more than 2,000 enterprises and production units to develop plans and implement measures to respond to and overcome the consequences of storms and floods, contributing to minimizing damage caused by storms and floods as well as ensuring safety for workers. Immediately after the storm, 100% of enterprises in the province quickly stabilized production.

Promoting the spirit of “Discipline and Unity” of miners, overcoming difficulties, at Cua Ong Coal Selection Company, all work to overcome the consequences of storm No. 3 has been basically completed, units focused on repairing internal electrical systems to serve production, at the same time, mobilizing workers and youth unions to participate in clearing the vital railway line for transporting and consuming coal of the unit.

Mr. Do Van Tang, Chairman of the Trade Union of Cua Ong Coal Selection Company, said: “Up to this point, the power grid has been restored to ensure safety for production and business; on September 13, the company's mine output reached 27,500 tons of coal; imported 1,800 tons of coal and consumed 26,500 tons of coal.”

Up to now, Quang Ninh province has three industrial parks operating at 100% capacity after the storm: Hai Yen Industrial Park in Mong Cai city, Hai Ha Seaport Industrial Park; and Viet Hung Industrial Park in Ha Long city.

Chairman of the People's Committee of Quang Ninh Province Cao Tuong Huy said: The province is making efforts to recover from the storm. Besides prioritizing ensuring stable lives for the people, the early restart of production activities is a key task.

Removing difficulties, focusing on welcoming tourists back

As of the afternoon of September 14, localities in Quang Ninh province have gradually returned to normal life. Service and tourism businesses have gradually ensured the conditions of facilities and human resources. Accommodation establishments in Mong Cai, Hai Ha, Uong Bi and Van Don are basically ready to welcome tourists; 67/87 tourist destinations are ready to welcome visitors again; 20 tourist destinations are fixing problems and have not welcomed visitors yet.

Head of the Propaganda Department of the Ha Long City Party Committee Phan Thi Hai Huong said: Immediately after the storm, the city's leaders actively directed localities and called on people and businesses to overcome the consequences. Up to now, life has gradually returned. The good news is that many tourist groups have chosen Ha Long as a destination, especially international visitors.

Currently, some tourist attractions are qualified to welcome and serve tourists. The Ha Long Bay Management Board announced the organization of welcoming and serving tourists at the qualified locations: Route 1, Thien Cung-Dau Go tourist attractions; Route 2, Sung Sot, Luon Cave, Ti Top tourist attractions; Route 5 except Ba Hang; In addition, the overnight accommodation locations are also qualified to welcome tourists: Hon 587-Lat house-Luon cave; Hon Cat Lan high-speed boat transfer point.

However, the work of repairing sunken ships is facing difficulties because the repair facilities are overloaded; it takes a long time and a lot of money for the ship owners to restore. Service and tourism businesses hope that Quang Ninh province will direct and support the work of repairing after the storm; continue to promote tourism, review and add some new attractions to exploit to reduce the load on traditional areas; immediately salvage sunken ships to ensure stable and safe transportation activities; have policies to extend and postpone debts from banks, late payment of social insurance... Representative of Quang Ninh Department of Tourism has asked the province to consider and propose some specific support policies to support tourism businesses in particular, the business system in general, damaged after the storm...
