
One of the most successful areas in Dien Bien province in recent times is the connection between farmers and businesses in the production and consumption of agricultural products. Businesses commit to purchasing products at stable prices, while providing seeds, farming techniques and materials to farmers. This model not only helps people minimize output risks but also improves product quality.
A typical example is the potato production model of farmers in Sa Long and Ma Thi Ho communes (Muong Cha district) in association with Phu My Xanh High-Tech Agricultural Cooperative. The model provides high-quality potatoes for consumption in and outside the province. The enterprise supports farmers with seeds, fertilizers, cultivation and harvesting techniques. After harvest, potato products are processed into products such as: potato chips, dried potato slices, creating added value and helping people consume the products quickly.
Mr. Mua A Vu, Ho Chim 2 village, Ma Thi Ho commune said: In the winter crop of 2023, my family contributed 5,000m2 of rice fields to participate in the potato production linkage model with Phu My Xanh Cooperative. I was supported by the affiliated unit with seedlings, biofertilizers and instructions on planting, care and pest control techniques. Potato tubers were purchased by the affiliated unit, the Department of Agriculture and Rural Development of Muong Cha district, connecting businesses. This winter crop, my family continues to expand the potato growing area.

According to statistics from the Department of Agriculture and Rural Development, many winter crop production linkage models have emerged in the province, bringing high economic efficiency. Typically, in the 2023 winter crop, the whole province implemented nearly 10 highly efficient winter crop production models such as: linking the production of green squash and climbing beans between Noong Luong Agricultural Cooperative and farmers of Noong Luong commune (Dien Bien district) deployed on an area of 23 hectares with a yield of 45 tons/ha; the model of linking the production of waxy corn on rice land reached a scale of 25 hectares.
Association models not only bring economic efficiency to farmers but also promote sustainable development of enterprises and cooperatives. For example, Noong Luong Agricultural Cooperative, since 2021, has started implementing a model of association for winter crop production, mainly vegetables, climbing beans, and tomatoes. Up to now, the cooperative is linking production and consumption of products with 34 households, with an area of 3.4 hectares. The cooperative has also done a good job of purchasing and consuming agricultural products for farmers, ensuring that people's products do not fall into the situation of "good harvest, low price". At the same time, the cooperative supplies seeds, fertilizers, and materials to ensure quality, contributing to changing the production mindset of farmers in the area. By implementing the association, the cooperative has maintained and expanded production and business activities, increasing profits for members.
The effective winter crop production linkage model is increasingly being replicated in localities. In the 2023 winter crop alone, the whole province has implemented a project to link the consumption of vegetable, root and fruit products of 4 cooperatives and enterprises with a scale of 217.29 hectares (accounting for 10.63% of the total winter crop area); output of 3,880.36 tons (accounting for 12.14% of the total output). Typical models are: Linking the planting and consumption of potato products of Hoa Anh Dao Tay Trang Dien Bien Tourism Joint Stock Company and Phu My Xanh Dien Bien Cooperative in 9 communes in Muong Nhe district with a scale of 113.8 hectares (accounting for 5.37% of the 2023 winter crop area); output of 1,907.05 tons (accounting for 5.97% of the total winter crop output). Or the model of linking consumption of vegetables, tubers and fruits of Noong Luong General Agricultural Cooperative with a scale of 23 hectares; output of 635 tons (accounting for 1.99% of total output).
Thanks to the application of science and technology and access to stable consumption markets, farmers can increase productivity and product quality, thereby increasing income. The linkage model helps farmers not to worry about product output thanks to the commitment of enterprises or cooperatives. The linkage between organizations, enterprises and farmers also helps build a sustainable agricultural value chain, minimizing fragmented and dispersed supply. Thanks to that, in recent years, the production value of winter crops in the province has increased. In the 2023 winter crop, the whole province planted 2,044.58 hectares of various crops (an increase of 437.1 hectares compared to the 2022 winter crop); the total output reached 31,966.03 tons (an increase of 6,982.18 tons).

In the 2024 winter crop, the whole province plans to plant nearly 1,850 hectares of various crops, with an estimated total output of more than 27,500 tons. Of which, corn for grain is over 317.6 hectares with an estimated output of 1,263 tons; sweet potatoes are 135 hectares with an estimated output of 1,755 tons; vegetables and beans of all kinds are 1,327 hectares with an output of 27,541 tons...
The current limitation is that many farmers are still not really interested in winter crop production. Expanding the winter crop area is difficult due to lack of irrigation water, the canal system in many areas has not been solidified, the production area is fragmented; the price of agricultural materials (seeds, fertilizers, pesticides, etc.) is high; the price of agricultural products and the market are not stable, the products are mainly consumed within the province.
Ms. Chu Thi Thanh Xuan, Deputy Director of the Department of Agriculture and Rural Development, said: To encourage the development of winter crops, the provincial Department of Agriculture has promoted the dissemination of information to people to participate in production and consumption linkages. The province has applied a number of policies to support and encourage the development of winter crop production, such as: Local agricultural extension policy using agricultural extension funds of Dien Bien province; Decision No. 11/2024/QD-UBND dated April 24, 2024 of the People's Committee of Dien Bien province on regulations on technical and economic norms applied in the implementation of agricultural extension activities, programs and projects for the development of agricultural, forestry and fishery production; policies to support the development of agricultural and forestry production to restructure the agricultural sector in the province.
