TP - From 2025, high school graduation exams will be conducted using a new multiple-choice structure. Along with the reduction in the number of subjects, candidates, high schools, and universities are looking forward to early guidance from the Ministry of Education and Training.

Mr. Bui Thai Hoc, Vice Principal of Le Hong Phong High School for the Gifted, Nam Dinh, said that the school has allowed 12th graders to register for 2 optional graduation exam subjects to divide into review classes. As a result, Foreign Languages had the most students choosing it with 425 students, followed by Physics with 268 students, Chemistry with 152 students, and History with 115 students. No students chose Agricultural Technology, 1 student chose Industrial Technology, and 3 students chose Information Technology. For subjects that are not chosen by many students, students will review on their own because there are not enough students for the school to open a class. The school and students are waiting for the Ministry of Education and Training's sample exam questions to have a more specific review plan.

Ms. Tran Thi Hai Yen, Principal of Tran Phu High School, Hoan Kiem, Hanoi, said that since 2023, the Hanoi Department of Education and Training has allowed students to take mock exams according to the exam structure of the new general education program. Therefore, the school has proactively oriented students' learning and practice. Up to now, students have been waiting for the admission plans of universities to determine their choice of admission method and desired major.
Ms. Nguyen Boi Quynh, Principal of Viet Duc High School, Hanoi, said that the structure of the 2025 high school graduation multiple-choice exam according to the 2018 general education program is different from the 2006 program. The multiple-choice exam consists of 3 parts. Part I, questions with 4 options, require candidates to choose one correct answer. Candidates get 0.25 points if they answer each question correctly. Part II, questions with true/false answers. If they choose correctly, candidates will get 0.1 points for each question, 0.25 points if they answer two questions correctly, 0.5 and 1 point if they answer 3 and 4 questions correctly. Part III has short-answer questions, requiring candidates to choose the answer. For Math, candidates get 0.5 points for each correct answer, and 0.25 points for other subjects.
The exam structure for Math, Physics, Chemistry, Biology, and Geography consists of three parts. The Foreign Language subject only has multiple choice part I; the remaining subjects have multiple choice part I and part II, with no part III. Ms. Quynh said that reviewing for students in a class with many different exam options also has certain difficulties.
The Ministry of Education and Training will soon announce the regulations.
The representative of the Ministry of Education and Training said that 2025 is the first year that the high school graduation exam is organized according to the 2018 General Education Program, the number of subjects and the format of the exam structure have changed significantly towards assessing capacity. Therefore, the preparation work needs to be implemented early, remotely, requiring time for testing and thorough training; at the same time, promoting the application of information technology more effectively in many stages of the exam. The Ministry of Education and Training established a drafting committee and an editorial team to promulgate the Regulations on high school graduation exams to be applied from 2025.
The Prime Minister has just issued a Directive on strengthening the direction, coordination, and organization of the high school graduation exam and university and vocational education entrance exam in 2025. In particular, the Ministry of Education and Training is required to develop and soon announce reference exam questions that are stable for many years so that schools, teachers, and students can be proactive in review, teaching, and learning activities.
The exam process has also changed compared to the high school graduation exam according to the 2006 education program. The Ministry of Education and Training has built an open library and question bank. The source questions are contributed from all resources in the industry, creating an open library. From this open library, the Ministry of Education and Training invites experts to select and create exam questions. The exam questions have been widely tested by the Ministry in localities.
The Ministry also proactively reviewed software systems to serve the organization of high school graduation exams from 2025. At the same time, it will soon issue regulations on high school graduation exams from 2025; soon announce sample exam questions for localities, teachers and students to prepare for the exam.
Universities are also planning for enrollment in 2025. In particular, many more schools will organize their own exams, such as Hanoi Pedagogical University 2. Thus, in the pedagogical sector alone, next year there will be 3 large schools organizing their own exams for enrollment, including Hanoi Pedagogical University, Ho Chi Minh City Pedagogical University, and Hanoi Pedagogical University 2.
By 2025, there will be 10 higher education institutions organizing admission exams using the computer-based entrance assessment test (V-SAT). In the Ho Chi Minh City area, there are 6 schools including: Ho Chi Minh City Banking University, Saigon University, University of Finance - Marketing, Ho Chi Minh City Open University, Ho Chi Minh City University of Law and Van Lang University. In the Northern region, there are Thai Nguyen University and Banking Academy. In the Southwest region, there are Can Tho University and Tra Vinh University.
However, universities across the country are also waiting for the 2025 University Admissions Regulations to have appropriate admission plans. Regarding this issue, the Ministry of Education and Training said it will announce it in the near future.
