According to the investment policy approval in 2010, this resettlement project has a total cost of 761 billion VND with a planned scale of 4 high-rise apartment buildings (from 9 to 15 floors) with the function of housing with synchronous and complete technical infrastructure.
Currently, this project has 4 apartment units of 9 and 15 floors built since 2018, basically completed, but abandoned since then.
According to Nguoi Dua Tin, from the outside, the apartment buildings have basically completed many items such as aluminum glass doors, heat-resistant roofs, painted walls, tiled floors, etc. However, due to many years of no one living there, the buildings show signs of serious deterioration.
At the entrance to the first floor, the basement is closed. There is no one in the lobby on the first floor either.
The project's landscape areas and entrances are "magically" transformed into places for people to grow vegetables and fruit trees.
There are families living opposite the project that even use the vacant land in front of the resettlement area as a gathering place for construction materials.
Some areas originally planned as campuses, flower gardens, and landscapes are now being used to raise chickens and ducks.
The paint on the outside of the building has faded and turned yellow, the building has many cracks, the glass doors are discolored due to rain and sun and even broken.
The entrance to the apartment basement was filled with household waste.
The iron drainage slots in front of the tunnel are seriously rusted, the path down to the tunnel is covered with green and white moss.
The path up and down the building's lobby was overgrown with weeds, moss covered the walls, and wood and sticks were thrown everywhere, blocking the way.
Some structures have rusted over time but have not been maintained or covered.
Talking to Nguoi Dua Tin, Ms. Le Thi V. (56 years old) living next to the resettlement building said that the building has been empty since 2018 and no one has been seen looking after it or coming and going. Since its completion, Ms. V. and the surrounding people have not seen any residents moving in, causing the project to deteriorate more and more seriously. "I have lived here and have not seen any maintenance or upkeep from the local government during this time. There was only one time when someone came to repaint the outside of the apartment a few years ago, I thought someone had moved in but then it was abandoned again," Ms. V. informed.
While many people are lacking housing and have to live in cramped conditions, many apartment buildings have been abandoned and covered for many years.
