The late General Secretary Tran Phu was born on May 1, 1904. His father was Tran Van Pho - from Tung Anh village, Duc Tho district, Ha Tinh and his mother was Hoang Thi Cat, from Duong Chau commune, Nghi Loc district, Nghe An. However, he was born in Tuy An district, Phu Yen province - where his father was a teacher in 1904. At the age of 10, Tran Phu became an orphan and had to live through difficult years of studying, but he still persevered in his studies and passed the Thanh Chung exam in Hue in 1922.

In the fall of 1918, Tran Phu entered the Hue National School. During his time studying here, he met Phan Boi Chau and Phan Chu Trinh, who were patriotic revolutionary elders. The late General Secretary Tran Phu actively participated in patriotic organizations such as the Phuc Viet Association and the Hung Nam Association. In 1930, after graduating from the Oriental University, he traveled from Moscow to Belgium, Germany, France, and then secretly returned to Saigon on February 8, 1930, bringing with him the knowledge of a theorist. In July 1930, Tran Phu was added to the Provisional Executive Committee and assigned to draft the Party's Political Platform. In October 1930, in Hong Kong (China), the first conference of the Party Central Committee discussed and unanimously approved the Political Platform drafted by Tran Phu. The conference decided to change the name of the Communist Party of Vietnam to the Indochinese Communist Party. At this conference, Tran Phu was elected the first General Secretary of the Party at the age of 26. In his position, the late General Secretary Tran Phu, together with the Central Committee, built and consolidated Party organizations at all levels; directed the good organization of communication work from the Central to the Regional Party Committee, Provincial Party Committee, from the Central to the Communist International.

"There were days when the relic site welcomed nearly 2,000 students. We arranged tour guides to welcome them and decorated them with slogans, banners, and national flags," Mr. Thang informed.
According to Mr. Hoang Trung Dung, Secretary of the Ha Tinh Provincial Party Committee, the revolutionary life of the late General Secretary Tran Phu from the time he was enlightened to his ideals to the time he held the position of General Secretary of the Party was only nearly 10 years; but the late General Secretary left behind an extremely valuable legacy with profound lessons for the Party and the revolutionary cause of our people. The 1930 Political Platform drafted by the late General Secretary Tran Phu and the Party documents during his tenure as General Secretary are invaluable documents, contributing to the formation of the basic guidelines of the Vietnamese revolution.
