Vuong Hong Sen Ancient House: Sealing illegal construction, requesting maintenance

The encroachment and damage to the Van Duong Phu ancient house of scholar Vuong Hong Sen has been continuously reported by Thanh Nien Newspaper for many years. Up to now, according to the latest report of Binh Thanh District People's Committee, the enforced area has been completed and sealed.

The report said: On September 12, 2024, the People's Committee of Binh Thanh District issued a decision to enforce Decision No. 6200/QD-KPHQ of the Chairman of the People's Committee of Binh Thanh District on forcing the implementation of remedial measures against the subject (unspecified) who violated administrative regulations and built without permission at No. 11 Nguyen Thien Thuat Street, Ward 14, Binh Thanh District, Ho Chi Minh City.

Propose that the Department of Culture, Sports and Tourism of Ho Chi Minh City take over management and have a plan for maintenance and repair.

On March 25, 2025, the People's Committee of Ward 14 coordinated with relevant agencies to carry out the enforcement. At the time of the enforcement, households residing at No. 11 Nguyen Thien Thuat Street (not descendants of Mr. Vuong Hong Sen) had moved their people and property out of the old civil house. The enforcement team dismantled the entire area of ​​construction violations according to Decision No. 5279/QD-CCXP dated September 12, 2024 of the People's Committee of Binh Thanh District on enforcement, forced implementation of remedial measures, and at the same time, fenced off the B40 mesh (fixed welding), sealed the enforcement area to ensure that households did not re-encroach.
On March 26, 2025, Ward 14 People's Committee invited representatives of the Department of Culture and Information of Ho Chi Minh City, the District Department of Culture, Science and Information and representatives of Mr. Vuong Hong Sen's family (Ms. Vuong Thi Viet Hoa - authorized representative; Ms. Vo Thi Be - daughter-in-law; Ms. Vuong Hong Lien Huong and Mr. Vuong Bao Thanh, grandson of Mr. Vuong Hong Sen) to discuss the management of the ancient civil house at No. 11 Nguyen Thien Thuat Street (minutes of meeting dated March 26, 2025).
Thereby, the units recorded that Ward 14 had completed the enforcement work. Ward 14 People's Committee continued to assign and arrange security forces, not allowing individuals and households (except for Mr. Vuong Hong Sen's children and grandchildren) to re-encroach and reside at the relic. At the meeting, the opinion of Mr. Vuong Hong Sen's family representative was also recorded on requesting the authorities to promptly resolve the rights of his children and grandchildren to stabilize their lives.

For many years, the old house has been encroached upon to become a restaurant and a place of business.

Binh Thanh District also requested the Department of Culture and Sports of Ho Chi Minh City to take over management and have a plan for maintenance and repair, because currently the traditional civil house of Mr. Vuong Hong Sen has seriously degraded and is at risk of collapsing; at the same time, coordinate with the authorities to resolve the legal rights of Mr. Vuong Hong Sen's descendants.

Speaking with Thanh Nien reporter, the leader of the Department of Culture and Information of Ho Chi Minh City said that the Department has a plan to receive and manage this special ancient house. After completing the enforcement to immediately stop acts of encroachment on the relic, there will be good protection measures, promoting the highest efficiency of Van Duong Phu left by the late scholar Vuong Hong Sen.
