According to Phan Ho Bac District Police Chief, Nguyen Cao Quoc Ky is a citizen, not a tour guide as initially reported, does not have a tour guide license, and does not belong to any travel company.
Tourist Trang Bao Nguyen and Mr. Nguyen Cao Quoc Ky only knew each other on social networking sites promoting tourism to Phu Quy Island. Lieutenant Colonel Phan Ho Bac commented that the incident was not complicated, the travel company that opened the tour on the island (receiving this tourist from Mr. Ky) had returned 750,000 VND to the tourist (because the tour program was cut short), so that the tourist could return it to Mr. Ky, but the tourist did not know that the travel company had transferred it.

Mr. Ky said that this tourist avoided and refused to return the money that the two parties had agreed upon, leading to a fight. Phu Quy island district police confirmed that tourist Trang Bao Nguyen was also wrong from the beginning and had beaten Mr. Ky when he blocked the road in Long Hai commune, then Mr. Ky rushed in and scratched the tourist's face with his sharp fingernails.
Mr. Ky's posting of the incident online and inciting people to insult tourists immediately after the incident was wrong and affected the tourism brand on the island. The police have now asked him to remove the provocative and insulting comments on his personal page. According to regulations, the police will punish Mr. Nguyen Cao Quoc Ky for disturbing public order according to the law.
Currently, the district police called tourist Trang Bao Nguyen to coordinate the solution, but he did not pick up the phone.
Lieutenant Colonel Phan Ho Bac said that currently on the island, there are many people who work as spontaneous tourist guides for money. When an incident occurs, no one takes responsibility. Therefore, the island district police recommend that when visiting Phu Quy, tourists should book tours with legal travel companies to be protected according to regulations, and also to avoid unnecessary risks.
