People are more satisfied with the service

For 6 consecutive years (2019 - 2024), Khanh Hoa has continuously increased its score and ranking in the administrative reform index (PAR INDEX). In addition, the people's satisfaction index with the service of state administrative agencies (SIPAS) in 2024 continued to increase. The efforts of agencies and units to serve people more satisfactorily have contributed to promoting the socio-economic development of the province.

PAR INDEX enters top 10, SIPAS increases 13 places

According to the announcement of the Ministry of Home Affairs last week, Khanh Hoa's PAR INDEX reached 90.49%; ranked 10th out of 63 provinces and cities, up 4 places compared to 2023, in the top 10 localities with the highest score and 1 of 13 localities with an index of over 90%.

In the 8 component indexes of PAR INDEX, Khanh Hoa has 4 indexes of over 90%. Of which, the direction and operation of administrative reform achieved an absolute score, among the top 7 localities with an index of 100%; administrative procedure reform (AP) reached 98.85%; organizational reform reached 94.52%; institutional reform reached 95.02%. In addition, the public finance reform index reached 89.5%; the impact index of PAR on people and socio-economic development of Khanh Hoa reached 5.09/6.5 points, higher than the national average.

The province's SIPAS 2024 reached 83.66%, an increase of 2.57% and an increase of 13 ranks compared to 2023; ranked 30/63 provinces and cities. In particular, the content of public administrative service provision had a satisfaction rate of 85.7%, an increase of 4.68% and an increase of 29 ranks compared to 2023, ranking 14th nationwide. The factors: Access to services; administrative procedures; civil servants directly handling records; service results; receiving and handling people's feedback and recommendations all increased in satisfaction rates. 91.55% of respondents confirmed that no civil servants caused trouble or harassment; 93.14% of respondents said that no people had to give money to civil servants outside of regulations. The rate of people participating in the process of formulating and implementing policies increased. The majority of respondents assessed that cadres, civil servants and public employees are more competent and perform their duties better. Assessments of family economy; local socio-economic situation; medical examination, treatment and teaching of public units; social order and safety, traffic, electricity, domestic water, social security, etc. are better.

Efforts in all areas

In 2024, the Provincial People's Committee and the Chairman of the Provincial People's Committee issued 54 documents fully and promptly implementing the Central's administrative reform contents; directing to continue promoting administrative reform, implementing solutions to improve and enhance assessment indicators for the province. Many important programs, outlines, projects and plans were issued by the province such as: Provincial urban development program to 2030, vision to 2045; Provincial investment promotion program in 2024; Overall task outline on building Khanh Hoa into a centrally-run city...

Along with that, the reform of administrative procedures and organizational apparatus has been drastically implemented. The province has proposed to amend and supplement 5 administrative procedures, saving nearly 1.3 billion VND; exempting online public service fees when submitting documents online; stipulating policies to support commune-level cadres, civil servants, and non-professional workers at the commune level who are redundant due to the rearrangement of commune-level administrative units; electronically connecting 2 groups of administrative procedures (birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, burial and death benefits settlement). Khanh Hoa is one of the first 6 localities in the country to complete the digitization of household registration data ahead of schedule; is one of the first 2 provinces to issue copies of household registration extracts, confirming household registration information regardless of the place of registration or place of residence of the requester; is one of the first 9 localities to pilot the issuance of criminal records on the VNeID electronic identification application; pilot the electronic health book for integration on VNelD...

Over the past year, many solutions and administrative reform initiatives have been implemented such as: Operating the Khanh Hoa Tourist Information and Support Center; applying Khanh Hoa Digital Citizen; guiding people to submit online applications in the field of business establishment and operation at the Commune People's Committee (Nha Trang City); Youth Startup and Innovation Club (City Youth Union - Vietnam Youth Union of Nha Trang City)... The whole province has rearranged and reduced 7 communes, wards, 44 residential groups and 7 provincial-level specialized agencies. In 2024, the rate of receiving online applications and online payments in the province increased sharply; the rate of issuing electronic copies of administrative procedure settlement results reached 77.95%, an increase of 43.75% compared to 2023.

The above efforts have contributed to improving the investment and business environment, promoting socio-economic development in the province. In 2024, the province's gross regional domestic product (GRDP) increased by 10.16% compared to 2023, ranking 7th in the country, 2nd in the North Central and Central coastal regions; state budget revenue reached 20,443 billion VND, exceeding 22.5% of the plan, up 13.6% over the previous year; total tourism revenue increased by 56.47%; export turnover of goods reached more than 2 billion USD, up 16.5%...

Mr. Vo Chi Vuong - Director of the Department of Home Affairs said that in order to maintain sustainability and make new progress in administrative reform, the Department of Home Affairs will advise the province to continue implementing solutions to improve the effectiveness of institutional reform, administrative procedure reform, promote online public services; resolutely arrange the organization to be streamlined, efficient, effective and efficient according to the direction of the Central Government; strongly innovate the work of evaluating cadres; build a team of cadres, civil servants and public employees with a reasonable structure, meeting the standards of job titles, positions and competency frameworks according to regulations; continue to improve the investment and business environment; complete and publicize general socio-economic development plans, regulations and policies to support business development... Thereby, aiming to create a substantial change in awareness and action about a serving government, turning Khanh Hoa into a centrally-run city by 2030.
