Ms. Le Thi Ne (residing in Hung Thoi 1 hamlet, Phu Hung commune, Phu Tan district) complained that her family's land (in the name of her husband Duong Van Tam) was affected and the land acquisition was part of the Bac Vam Nao Project (culvert No. 7, Phu Hung commune) not the Than Nong Canal Road Upgrade Project, so she requested compensation according to the policy of the Bac Vam Nao Project. The case has been reviewed many times by the Provincial People's Committee and the Government Inspectorate, and a notice has been issued to terminate the complaint settlement. However, Ms. Ne continues to complain to the Central agency.
At the dialogue, local leaders, departments, and the Provincial Inspectorate encouraged and explained land law regulations through the periods related to Ms. Ne's case, affirming that the process of resolving citizen complaints is in accordance with legal regulations.
Concluding the dialogue, Chairman of the An Giang Provincial People's Committee Ho Van Mung affirmed that Ms. Ne's complaint had no new details. She could not provide documents related to her compensation land belonging to the Bac Vam Nao Project, so there was no basis for settlement. The Chairman of the Provincial People's Committee requested the Provincial Inspectorate to continue reviewing the settlement procedures, ensuring compliance with the law. At the same time, assigned the People's Committee of Phu Tan district to review and re-examine whether the land claimed for compensation by Ms. Ne belonged to the Than Nong Canal Road Upgrade and Expansion Project; the Department of Agriculture and Environment to review the land that the Phu Tan District People's Committee decided to reclaim (in Mr. Tam's name) belonged to the Bac Vam Nao Project. Requested the 2 inspection units to respond in writing before May 15, 2025, and take legal responsibility for the content of the document.
Regarding the conclusion of the Government Inspectorate on supporting the sale of land with a 20% discount for Ms. Ne, Chairman of the People's Committee of An Giang province Ho Van Mung assigned the relevant agencies to advise on the implementation of this content, if Ms. Ne agrees to end the complaint.
Ms. Hong Thi Bao Khanh (residing in Phu Hau hamlet, Phu Tho commune, Phu Tan district) requested compensation for the disputed land with 5 households of Mr. Bui Van Thuan, Mr. Bui Van Tho, Mr. Tran Tuan Kiet, Mr. Pham Van Net and Mr. Tran Quoc Hung according to the provisions of law; requested to buy resettlement land.
Chairman of An Giang Provincial People's Committee Ho Van Mung requested specialized agencies to review the implementation of land policies for Ms. Khanh to see if they are in accordance with the law; to re-examine the process of granting land use right certificates to her in the above stages. Regarding Ms. Khanh's civil complaints, Phu Tan People's Committee was assigned to work with the parties to reach an agreement. If no agreement is reached, she has the right to file a lawsuit in court. The Provincial Inspectorate will review and resolve Ms. Khanh's complaint; Phu Tan District People's Committee will review cases of citizens filing complaints and whether the granting of land use right certificates is in accordance with the law; to re-examine the land locations of Mr. Kiet, Mr. Net and Mr. Hung; to coordinate with the Provincial Inspectorate to resolve land disputes in accordance with the law.
