Specifically, Ms. Nguyen Thi Van (born in 1930, a pre-uprising cadre) sent a petition to Secretary of the Hanoi Party Committee Dinh Tien Dung requesting to handle violations occurring at the 5.2ha villa area in Yen Hoa ward, Cau Giay district.
According to Ms. Van, although the Hanoi People's Committee has repeatedly requested the Cau Giay District People's Committee to enforce and thoroughly handle violations occurring here, the district has not yet thoroughly handled them, and the project still blatantly exists.
"Although there are many directive documents from the City People's Committee, the Department of Construction, and the Department of Home Affairs, this very serious violation of construction order has not been strictly implemented by officials, civil servants, and leaders of the Cau Giay District People's Committee, and many reasons have been given to prolong the time," Ms. Van informed.
Accordingly, Ms. Van requested the Hanoi Party Committee to clearly answer whether the illegal villa construction in the 5.2-hectare villa area in Yen Hoa ward has been handled in accordance with the law. "Have the officials, civil servants, and leaders of the Cau Giay District People's Committee who committed violations in state management of construction order in the district been disciplined?", Ms. Van asked.
In response to Ms. Nguyen Thi Van's petition, the Hanoi Party Committee's Internal Affairs Committee has just issued a written response. Specifically, the Hanoi Party Committee's Internal Affairs Committee said that Secretary of the Hanoi Party Committee Dinh Tien Dung has received the petition. The Hanoi Party Committee has sent the petition to the Chairman of the Hanoi People's Committee for consideration and direction.
Violations at the 5.2-hectare villa area in Yen Hoa ward, Cau Giay district still exist in the capital.
Previously, on June 28, 2022, the Party Committee of the Hanoi People's Committee sent a document reporting to the Standing Committee of the City Party Committee and the Standing Committee of the Hanoi Party Committee on reviewing and handling responsibilities for officials under the management of the Standing Committee of the City Party Committee related to violations of construction order at project No. 9, Building B (5.2ha villa area, Yen Hoa ward, Cau Giay district).
Accordingly, the Hanoi People's Committee has directed the Department of Construction to coordinate with the Department of Home Affairs and the People's Committee of Cau Giay District to inspect and assess the level of violations of construction order here, thereby considering and handling the responsibilities of related organizations and individuals under the People's Committee of Cau Giay District and the People's Committee of Yen Hoa Ward.
Based on the provisions of specialized laws on construction and urban management, the Department of Construction has determined the level of violation of construction order at the above construction as "serious violation", with a long duration and specific violations such as increasing the total height of the construction; building an additional basement; increasing construction density; construction area; changing the exterior area of the construction.
Regarding the responsibility of organizations and individuals in directing the handling of violations and the process of handling illegal constructions, the Hanoi People's Committee said that the People's Committee of Cau Giay District has not seriously implemented the direction of the City People's Committee and has not resolutely directed the functional agencies of Cau Giay District and the People's Committee of Yen Hoa Ward to handle violations of illegal constructions .
