Request to clarify signs of violations at Tu Liem industrial cluster

(NLDO) - Hanoi People's Committee has requested to urgently inspect, clarify and strictly handle violations (if any) in construction at Tu Liem Industrial Park.

Vice Chairman of Hanoi People's Committee Ha Minh Hai has just requested Bac Tu Liem district (Hanoi) to inspect and clarify signs of violations by individuals and organizations involved in violations at Tu Liem industrial cluster (Bac Tu Liem district).

Accordingly, the Office of the Hanoi People's Committee has just issued a document conveying the opinion of Mr. Ha Minh Hai, Vice Chairman of the City People's Committee, to the People's Committee of Bac Tu Liem District to inspect and handle information reported by the press with the content: A series of construction violations in the Tu Liem Industrial Cluster in Bac Tu Liem District.

In response to the above reflection, Vice Chairman of Hanoi People's Committee Ha Minh Hai assigned the People's Committee of Bac Tu Liem District to urgently preside over and coordinate with relevant units to inspect, clarify and strictly handle violations (if any) according to the provisions of law.

Bac Tu Liem District needs to consider the responsibility of the collective and individuals according to Directive 24 of the Standing Committee of the City Party Committee "On strengthening, disciplining and responsibility for handling work in the city's political system". The leader of the Hanoi People's Committee assigned Bac Tu Liem District to report to the city on the implementation results before January 3, 2025.

As reported by Nguoi Lao Dong Newspaper, Hanoi City Inspectorate has just issued a conclusion on the inspection of planning management, land, construction order, and environmental protection at Tu Liem Industrial Cluster.

Regarding construction order management, the Hanoi Inspectorate said that in Tu Liem Industrial Cluster, there are still some problems such as construction not in accordance with approved planning, construction without permission. Some construction works increase floors, increase density, build on gardens, internal roads. A typical example is the construction violating construction order at Hoang Vu Company Limited (construction not in accordance with planning, time 2022). The People's Committee of Bac Tu Liem District has issued a decision to enforce and assigned units to develop a plan to demolish the violating construction.

The inspection conclusion stated that according to the drawings at Hoang Vu Company Limited, the 1/500 master plan approved by the Hanoi Industrial and Export Processing Zones Project Management Board in 2002, there is a 3-storey steel frame building on an area of ​​about 240 m2 (the master plan drawing does not have a cross-section showing the height of the above building).

Hanoi City Inspectorate said that in 2023, Hoang Vu Company Limited built a 5-storey house with a roof height of about 18 m, which is not in accordance with the approved master plan.

In early 2023, the Chairman of Bac Tu Liem District decided to impose a fine of VND 220 million and force the demolition of the construction that violated the approved construction plan. Next, Bac Tu Liem District decided to enforce the remediation of the above construction, but to date, the enforcement has not been carried out.

The Hanoi Inspectorate also determined that the responsibility for violations of construction order at Tu Liem Industrial Cluster belongs to the Director of the Project Management Board of Small and Medium Concentrated Industrial Cluster of Tu Liem District (now the Project Management Board of Construction Investment of Bac Tu Liem District).
