Not having enough land handed over forced the contractor to stop construction and wait, affecting progress as well as causing economic losses.
According to the reporter of Giao thong Newspaper, in recent days, at the construction site of the Ring Road 3 project in Ho Chi Minh City, machinery, equipment and workers have been working continuously. Contractors are urgently working to meet the schedule, at the same time, responding to the emulation movement to complete the Ring Road 3 project launched by the Ho Chi Minh City People's Committee.

At the XL1 package (adjacent to Nhon Trach bridge, Dong Nai), units are focusing on speeding up construction to soon complete some sections connecting to Nhon Trach bridge, opening to traffic synchronously on April 30, 2025.
Meanwhile, the XL2, XL3, XL4… packages are also progressing well, the joint venture contractors are constructing bored piles, pedestals, piers and girder supports of the viaduct. The construction of the lower bridge and parallel bridge is also being urgently carried out, creating a bustling atmosphere at the construction site.
However, at the XL5 package (Km23+550 to Km 25+985, near Tan Van intersection), there are still land issues, making construction difficult.
A representative of the contractor, DELTA Construction and Trade Joint Stock Company - one of the contractors of the XL5 package, said that over the past time, the unit has focused on equipment and human resources to implement the construction of items within the scope of work.

However, some locations are still stuck with land acquisition, so construction cannot be carried out. This also causes the equipment line, human resources... to stop waiting for land acquisition, affecting construction progress, equipment mobilization and usage plans, causing economic losses...
"Currently, the contractor has completed the construction of 12/30 single-pillar bored piles. Equipment and human resources are waiting for work because the next site is not available.
In addition, the land area of pillars T288, T289, T290 is also stuck with households because they have not received compensation, so the contractor is not allowed to construct in this area," said the contractor's representative.

According to the representative of contractor DELTA, the unit has repeatedly informed about the construction site problem but it has not been resolved yet.
To ensure progress as well as reduce damage to materials, equipment, and personnel waiting... DELTA requests the Compensation Board of Thu Duc City and the Management Board of Traffic Construction Investment Projects to promptly resolve problems and hand over the site.
Similarly, in Binh Chanh District, the Ring Road 3 project was also affected because a household did not agree to hand over the land. Notably, this land is more than 2,600 square meters wide, the existing site is a gas station.
After many times working with households, the Compensation and Site Clearance Board of Binh Chanh District and other departments still could not reclaim the land.
Regarding this matter, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong directed Thu Duc City and Binh Chanh District to resolve the issue and hand over 100% of the cleared land to the Traffic Department before November 15.
It is worth mentioning that the city leaders have also inspected many times and issued documents 5 times reminding the locality to speed up the site clearance progress. However, up to now, the work is still at a standstill, there is no site for the contractor to construct.

Speaking to Giao thong Newspaper reporters, Head of the Compensation and Site Clearance Board of Thu Duc City, Vo Tri Dung, said that the unit is urgently reclaiming land for the Ring Road 3 project through the area. Currently, the project is stuck with land at households with state-owned housing certificates.
According to Mr. Dung, the People's Committee of Thu Duc City has sent a document to the Department of Construction regarding the process of resolving the sale of state-owned houses and granting a Certificate of Ownership for the area of 971.2m² of the above household, which is in accordance with previous regulations.
However, there is currently a problem in determining the selling price of the area exceeding the limit according to the conclusion of the State Audit. Therefore, Thu Duc City requests the Department of Construction to provide guidance on determining the selling price.

Mr. Dung added that in the next few days, the Ho Chi Minh City Department of Construction will likely issue a document guiding the determination of the selling price. From there, the unit will deduct the amount exceeding the limit and pay the land acquisition fee to the households; after that, the households will hand over the land to the project.
Regarding Binh Chanh district, Mr. Tran Ngoc Vu, Deputy Head of the Compensation and Site Clearance Board of Binh Chanh district, said that the unit is planning to force households to hand over the site for the project, expected to be implemented in December.

Component 1 of Ring Road 3 Project through Ho Chi Minh City is divided into 14 construction packages, including 10 main construction packages and 4 operation packages.
There are 4 construction packages that have started construction since June 2023, with a general progress of more than 24% so far, and 6 construction packages that started construction in early 2024 with a progress of about 10%.
According to the target, the project must be implemented according to the timeline and completion schedule as planned and approved by the National Assembly and the Government. Strive to open the main expressway route in Thu Duc city area on January 30, 2026; Binh Chanh - Hoc Mon - Cu Chi area on April 30, 2026.
