Accordingly, based on the submission of the Ministry of Industry and Trade on the development of a Government decree regulating mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power, the Government Office said that the Prime Minister and Deputy Prime Minister Tran Hong Ha had given instructions.

Specifically, the Government requested the Ministry of Industry and Trade to conduct a pilot study on the production of excess electricity that is not used up and will be sold to the national grid at no more than 10% of total capacity.

The Ministry of Industry and Trade and the Ministry of Finance will study the purchase price regulations in the spirit of harmonized benefits and shared risks. Vietnam Electricity Group (EVN) is responsible for purchasing surplus electricity output and ensuring the safe operation of the power system, ensuring harmony and encouraging the development of this mechanism.

The Government Office also stated: The Ministry of Industry and Trade coordinates with relevant ministries and agencies to research solutions and design necessary conditions to avoid negativity, corruption, and waste of social resources.

The Ministry of Justice shall preside over and coordinate with relevant agencies to ensure the legality of the decree and current regulations, including Power Plan 8.

In this document, the Government Office assigned the Ministry of Industry and Trade to urgently report to Deputy Prime Minister Tran Hong Ha on the reception and explanation of the above-mentioned instructions of the Prime Minister.

At the same time, complete the draft decree according to legal regulations, submit it to Deputy Prime Minister Tran Hong Ha before July 11 for consideration and signing before July 12.

The draft decree on policies to encourage the development of self-produced and self-consumed rooftop solar power has been developed by the Ministry of Industry and Trade and submitted to the Government many times for comments. The Ministry has always maintained its stance that there is no trading in the form of self-produced and self-consumed rooftop solar power, but only applies to the 2,600MW approved in the Power Plan 8.

However, at the meeting on June 19, Deputy Prime Minister Tran Hong Ha asked the Ministry of Industry and Trade to study a plan to encourage and provide financial support (taxes, interest rates, installation costs, etc.) for people to install rooftop solar power combined with investing in electricity storage equipment to sell to EVN at the base electricity price mobilized during peak hours.

At the same time, it is necessary to simplify procedures; regulate the installation of rooftop solar power on construction works using public investment capital; calculate technical solutions to ensure grid safety for rooftop solar power installation works in industrial parks and clusters with large capacity...
