Expectations for changes in medical ethics among medical staff
The consequences from 2022 - when the Covid-19 pandemic is still raging quite heavily, not yet over, along with the disruption of medicine, equipment or a series of medical staff involved in the law leading to 2023 must be borne.
Entering 2023, the health sector will take over those difficulties. However, in the organizational work, there is a very big change, decisive for the whole sector, which is the change of cadres from Deputy Minister to Minister, even transferring a Provincial Party Secretary to become Minister - an unprecedented thing.
“In particular, the Law on Medical Examination and Treatment (amended) was passed at the 2nd session of the 15th National Assembly on January 9, 2023, showing that the National Assembly understands the need to promulgate this Law. At the same time, it is also expected to create a “push” to improve the quality of medical examination and treatment, care and protection of people's health,” said Mr. Tri.

In 2024, Mr. Tri said that the medical industry will still face many challenges. Among them, officials have been appointed but still do not dare to do it, for many reasons such as: not being familiar with the work, not being familiar with the new regulations of the Law, not being familiar with the mechanism.
“This is in the general context that many other sectors and ministries are similar, waiting and listening… The issue of officials avoiding and fearing responsibility has also been raised by many National Assembly deputies at the recent National Assembly,” Mr. Tri assessed.
Besides, the delegate said that the shortage of medicines and medical biological products has not been completely resolved; patients' trust in the medical sector is still not as before.
In particular, the biggest difficulty is still to continue to stabilize the organization, stabilize emotions, promote a sense of responsibility, and find cadres with "7 dares: Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, and dare to act for the common good".
“The health sector must continue to be more stable in spirit, attitude, ideology, calm and determined and must see that the Party and State, in addition to handling mistakes, have created the best conditions,” said Mr. Tri.
Besides, Mr. Tri hopes for a change in medical ethics of medical staff, a change for the better to regain the affection of patients and people.
“People, voters, and patients should share and work together with the health sector to overcome difficulties. Leaders at all levels of government must work together with the health sector,” he hoped.
In particular, Mr. Tri also expects the leadership of the Ministry of Health, in addition to the good work that has been done, but how to make full use of the strength of the team of medical experts, experienced people, this is very important. Because, the medical industry is a special industry.
“I strongly believe that the medical sector in 2024 will continue to develop, continuing to solve the difficulties and shortcomings of the medical sector. At the same time, improving the work of protecting and taking care of people's health,” Mr. Tri emphasized.
There will be no shortage of vaccines in 2024
To fundamentally and permanently resolve the situation of "exhaustion" of expanded immunization vaccines, the Ministry of Health will coordinate with relevant ministries and sectors to advise on amending Decree No. 104/2016/ND-CP dated July 1, 2016 of the Government regulating vaccination activities, which allows the allocation of the central budget to ensure funding for purchasing vaccines for the expanded immunization program. Accordingly, it is expected to be completed in January 2024.
According to Mr. Duong Duc Thien - Deputy Director of the Department of Planning and Finance (Ministry of Health), regarding purchasing by order, with experience in 2022 and 2023, the Ministry of Health continues to closely coordinate with the Ministry of Finance to rebuild the entire technical framework to suit the current situation.
The Ministry of Health affirms that there will be no shortage of vaccines in 2024.
Accordingly, the vaccine price must be calculated correctly and fully. In 2024, vaccines can be ordered early and the need for expanded vaccination can be met immediately.
Mr. Hoang Minh Duc - Deputy Director of the Department of Preventive Medicine (Ministry of Health) also said that, in response to practical requirements, the Ministry of Health has coordinated with the Ministry of Finance to report to the Government and the Prime Minister to amend Decree No. 104 in the direction of allocating central funding to purchase vaccines.
“The amendment of Decree 104 is being implemented as quickly as possible and is being appraised by the Ministry of Justice. At the same time, the purchase of 10 domestically produced vaccines has been implemented, in which the final step of determining the maximum price with the Ministry of Finance has been carried out. After that, the Ministry of Health will issue the price and sign the contract. All companies are ready to supply, the vaccines are ready... Thus, when there is synchronization in the legal basis and synchronization in finance, from 2024 onwards there will be no more shortage of vaccines,” said Mr. Duc .
