The Ministry of Home Affairs deploys its tasks for 2025

Since the beginning of the year, the Ministry of Home Affairs has been assigned by the Government and the Prime Minister to carry out 256 tasks, of which 184 time-limited tasks have been completed and 72 tasks are still being carried out; there are no overdue tasks that have not been completed.

The Ministry completed the goal of rearranging district- and commune-level administrative units for the 2023-2025 period in 2024 so that localities can focus on organizing Party congresses at all levels in 2025; at the same time, submit to the National Assembly and the National Assembly Standing Committee to establish and upgrade many urban administrative units, including the centrally-run city of Hue and the urban government in Hai Phong city; completed the task of advising on the implementation of salary policy reform for civil servants, public employees and armed forces.

The General Staff completed projects and plans to reorganize and streamline the Government's apparatus according to the direction of the Central and the Government; advised on launching many movements and special emulation campaigns, creating an atmosphere of enthusiastic competition in labor and production, mobilizing all resources for socio-economic development and social security so that no one is left behind.

State administrative reform has been vigorously implemented, focusing on reforming administrative procedures and essential public services to serve people and businesses. State management of religion has ensured stability, promptly and effectively resolving complex issues arising in religious and belief activities. Inspection and legal work in 2024 has achieved many important results, contributing positively to the effectiveness of state management of the Ministry; improving the efficiency and discipline of public service; detecting and proposing to competent authorities to amend and supplement existing shortcomings and limitations in mechanisms, policies and laws in the field of internal affairs. ...

In addition, the Home Affairs sector recognizes that there are still some shortcomings and limitations: The heads of some agencies and units are not resolute in directing, operating, and organizing the implementation of tasks; the implementation of legal documents is sometimes and in some places not timely, especially training and guidance on the implementation of newly issued policies; coordination between agencies and units has been improved but the efficiency is not high; the sense of responsibility, qualifications, and professional capacity of some civil servants are not up to par with the tasks, especially in the work of providing essential public services to people and businesses...

Delegates attending the conference analyzed the results achieved in each field of work of the Home Affairs sector in 2024, at the same time analyzed the shortcomings, limitations, difficulties, obstacles, pointed out the causes and proposed solutions, lessons learned for 2025; participated, contributed to additional tasks, proposed solutions to effectively implement the 2025 work program of the Home Affairs sector in order to promptly and effectively institutionalize the resolutions and conclusions of the Central Committee, Politburo, Secretariat, National Assembly; the direction and administration of the Government for the Home Affairs sector.

According to Minister Pham Thi Thanh Tra, the Ministry of Home Affairs advises on promoting administrative reform with the goal of taking people's satisfaction as a measure, taking socio-economic development as an achievement, and taking innovation and creativity as a driving force. Administrative reform is increasingly going into depth towards improving the quality and efficiency of public service activities, improving the quality of institution building, removing obstacles, reforming administrative procedures, promoting the construction of e-Government, promoting digital Government, digital government, and constantly contributing to the source of development.

The Ministry of Home Affairs continues to innovate and improve the effectiveness of state management in all fields. Focus on removing many difficulties and obstacles for localities and establishments to improve the effectiveness and efficiency of state management in a synchronous and unified manner in the Home Affairs sector, creating stability and clear development of the entire sector and localities. Promote digital transformation associated with the completion, synchronization and connection of the National Database on cadres, civil servants and public employees with the National Database on population.
