Banks "urge" biometric updates before "G hour"

(PLVN) - From January 1, 2025, bank accounts that have not been reconciled or updated with biometrics will have their online transactions stopped. This is the reason why banks are simultaneously implementing programs to encourage customers to update their biometrics.

(PLVN) - From January 1, 2025, bank accounts that have not been reconciled or updated with biometrics will have their online transactions stopped. This is the reason why banks are simultaneously implementing programs to encourage customers to update their biometrics.

January 1, 2025 is the deadline for biometric updates

Updating biometric information and identification documents is now mandatory for customers based on important regulations of the State Bank of Vietnam (SBV) and current laws. According to Decision 2345/QD-NHNN, SBV has required that from July 1, 2024, some types of online transactions of individual customers must be authenticated by biometric identification.

In addition, Circular 17/2024/TT-NHNN and Circular 18/2024/TT-NHNN also require financial institutions to check the validity of identification documents, authenticate biometric information and update customer residence information. Accordingly, from January 1, 2025, payment account holders/bank card holders will not be able to conduct online transactions and transfer/withdraw money at ATMs if they have not completed the change of the declaration number and correct biometric information; If the new information is not updated or added to replace the expired identification document.

In addition, the 2023 Law on Identification (Law No. 26/2023/QH15) stipulates that all 9-digit and 12-digit identity cards will expire from December 31, 2024, requiring people to switch to a chip-embedded Citizen Identification Card (CCCD). This requires customers to update new CCCD information in their records to avoid transaction interruptions.

These regulations aim to ensure the safety and security of online payments, thereby creating a healthy cyberspace, promoting sustainable development of cashless payments and protecting customers' rights.

Run a promotion program to “push” customers to update

Apart from the peak period in July 2024, according to a survey by the Vietnam Law Newspaper, the number of customers updating biometrics is still low, especially customers who transact less than 10 million VND/day (the limit required for biometrics in July 2024). Therefore, during this period, a series of banks have been implementing programs to promote and support the process of updating biometric information of all customers.

Specifically, Vietcombank recently announced that it will organize overtime and weekend work to serve customers in updating their biometrics. Accordingly, by the end of January 15, 2025, Vietcombank's transaction points will serve customers from 8:00 a.m. to 6:30 p.m. from Monday to Friday and from 8:00 a.m. to 5:30 p.m. on weekends to support customers in registering information. In particular, customers do not need to return to the branch where they opened their account but can go to any transaction point of Vietcombank.

A representative of Vietcombank said that after implementing overtime work, the number of customers successfully updating biometrics doubled compared to before. In some industrial zones, the number of customers who are employees of factories and companies coming to update biometrics increased dramatically, especially on weekends. Vietcombank, in just 5 months of implementation since Decision 2345 took effect, as of early December 2024, Vietcombank recorded nearly 8.5 million customers successfully updating biometrics and this number continues to increase, ranking among the top in the market according to statistics from the State Bank.

In addition, some banks have “offered rewards” to customers who successfully update their biometrics. Specifically, MSB gave an e-voucher of VND50,000 into the customer’s account after successfully updating from December 4. This program applies to the list of customers who have not updated their biometrics as of November 30. A total of 10,000 e-vouchers with a total value of up to VND500 million are available to customers who do so.

Techcombank also applies a program to give 50,000 Techcombank Rewards points to the first 6,000 customers who update their biometrics each week, until December 31, 2024.

VPBank also launched a gift program for customers who complete biometric data updates before January 23, 2025, with a total gift value of nearly 7 billion VND. Accordingly, each customer who successfully authenticates biometric data and updates new identification documents on both the VPBank app or at VPBank transaction counters will receive a weekly lucky draw code, with a special gift of an iPhone 16 Promax worth 35 million VND/unit. The bank also offers a cashback e-voucher code worth 50,000 VND to all customers who successfully update biometrics and identification documents...

Agribank also implemented a similar program where customers who collect biometrics on the Agribank app will have the opportunity to receive an iPhone 16 and many other gifts. BIDV decided to give away 130,000 VND (including 30,000 VND in transfer money and a 100,000 VND voucher for movie watching, taxi calling, and shopping services on the BIDV app) if customers register and complete authentication. BIDV said that this program will be implemented continuously until December 29, 2024, applicable to the 10,000 customers who set up biometrics the earliest each week.

Representatives of banks all said that this period is the best time for customers to update their biometrics, avoiding the deadline as much as possible because the app platform or transaction counter may be overloaded, leading to difficulties in updating, like the peak period last July.
