The agreement stipulates that a five-hectare plot of land at Russia's Kant military base in Kyrgyzstan will be used for the two countries' joint air defense system construction program, according to AFP.
"Lawmakers considered and adopted a bill ratifying the agreement between the Kyrgyz Republic and the Russian Federation on the establishment of the Regional Joint Air Defense System," the Kyrgyz parliament said.

President Putin will arrive in Kyrgyzstan on October 12 and was originally scheduled to visit the Kant base. However, the office of Kyrgyz President Sadyr Japarov said on October 11 that the visit to the base had been canceled without giving a reason.
The two leaders are scheduled to hold talks on October 12 and attend a summit of leaders of post-Soviet countries the following day.
Russia's RIA Novosti news agency reported that the agreement on the joint defense system between the two countries is valid for five years.
Russia has similar agreements with other allies including Kazakhstan, Belarus and Tajikistan.
The announcement comes as the Collective Security Treaty Organization (CSTO) - a Moscow-led alliance comprising six former Soviet states (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Russia) - has faced criticism in recent months.
CSTO members have pledged to defend each other in the event of an attack. But Moscow refused to intervene when Azerbaijan launched an offensive against Nagorno-Karabakh, an internationally recognized territory of Azerbaijan but populated mainly by ethnic Armenians.
The alliance has also not sent peacekeeping forces to prevent border conflicts between Kyrgyzstan and Tajikistan.
