On June 15, TASS news agency quoted Russian Foreign Ministry spokeswoman Maria Zakharova on the sidelines of the St. Petersburg International Economic Forum as saying that Moscow only uses nuclear weapons for defensive purposes that threaten Russia's existence.
“Russia's nuclear deterrence policy is strictly defensive. The use of nuclear weapons in any extraordinary situations outside this policy will not be considered,” Ms. Zakharova emphasized.

Ms. Zakharova added that Moscow is still fulfilling its commitments to the principle of not pursuing war or initiating nuclear conflicts.
"There will be no winners in a nuclear war. This will never happen. Russia has always been consistent with the policy of nuclear deterrence for defense and called on other nuclear powers to take action to prevent conflicts and a nuclear arms race," said Ms. Zakharova.
At the press conference, Ms. Zakharova added that Moscow left open the possibility of returning to the Strategic Arms Reduction Treaty (New START) with the United States.
" It is only necessary that Washington show political will and make efforts to reduce tensions, as well as create conditions for the resumption of full operation of the treaty ," Zakharova said.
Earlier, on February 21, Russian President Vladimir Putin announced that Moscow would temporarily suspend its participation in the New START treaty, but would not withdraw from it. However, he stressed that before it could return to discussing the treaty's further operation, Russia wanted to receive reports on the nuclear arsenals of not only the United States but also other NATO nuclear powers, including Britain and France.
