Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Science and Psychology, Chairman of the Council of Dinh Tien Hoang High School, said that the Law on Teachers has been long awaited by the education sector and the teaching staff. If this law is of good quality and feasible, it will be a legal corridor for the development of the teaching staff. Along with that are worthy policies and regimes so that teachers can confidently dedicate themselves, live with their profession and stick with their career; creating conditions for teachers to maximize their strengths and abilities. There needs to be a policy to attract talented people into the education sector, this is a decisive factor in the quality of education.

Ms. Hoang Thi Thuy, a teacher at Primary School No. 1 in Sin Cheng Commune (Si Ma Cai District, Lao Cai), shared that not only the teaching profession but any profession with a high salary will make workers strive and devote themselves more to their work, and will feel that their profession is truly a "noble profession" as honored by society. "Increasing salaries will attract young teachers to the profession, helping teachers worry less about food and money, stick with the profession and focus on teaching," Ms. Thuy said.

Ms. Nguyen Thi Ha, National Assembly delegate of Bac Ninh province, suggested reviewing the provisions in other articles and clauses to highlight the provisions on teachers' ethics, exemplary role of teachers and the protection of teachers in the current context. Specifically, it is necessary to add provisions to protect teachers from acts of violence and insults to teachers' honor from students, parents or other parties; sanctions to handle violations of teachers' professional ethics need to be more specific and clear. At the same time, research and directly stipulate in the draft law that "teachers' seniority allowance is reserved when teachers transfer to other units and agencies still in the education sector, teachers' seniority allowance is not reserved if they transfer to work outside the education sector".

Mr. Nguyen Van Doat, Director of the Department of Education and Training of Dien Bien, said that there are currently nearly 200 documents related to state management of education, recruitment, use, and implementation of policies for public preschool and primary school teachers. However, the professional activities of teachers have not demonstrated a professionalism that is different from other professions so that teachers can properly demonstrate their position and role. Policies and regimes for teachers such as salaries, allowances, preferential treatment, attraction, and social honor for teachers... are not commensurate with the real position and role of teachers.

Mr. Doat said that the Law on Teachers needs to clarify the position, role and status of teachers, helping teachers better understand their responsibilities, powers and obligations in performing their duties; clarify the professional activities of teachers, demonstrating professionalism compared to other professions; and develop appropriate policies so that teachers can work with peace of mind and contribute to the cause of education.

RECOGNIZING THE CONTRIBUTIONS OF “SPECIAL WORKERS”

Sharing with the press on the occasion of Vietnamese Teachers' Day, Minister of Education and Training Nguyen Kim Son expressed: "Teachers play an important role, deciding the quality of education. The quality of teachers depends on many factors. In addition to the efforts of each individual teacher, there is also the role of the working environment, policies for teachers such as recruitment, use, treatment, honor, protection, development...".

According to Minister Nguyen Kim Son, it must be affirmed that the teaching force always loves the profession and wants to be shared and recognized by society, to best express themselves, contribute to the profession and have the opportunity to demonstrate professional responsibility. In recent times, the Law on Education and the Law on Higher Education have created an important legal basis for industry management and innovation in the field of education and training. However, with the nature of a special force of civil servants and workers, more legal bases are needed to institutionalize the responsibilities, obligations and rights of teachers.

With the draft Law on Teachers being submitted to the National Assembly for its first comments at this 8th session, Mr. Son hopes that the policies mentioned in the draft law, when passed and implemented in practice, will be an important tool to develop the teaching force.

According to Minister Nguyen Kim Son, the Law on Teachers was developed with a new perspective on the approach, shifting from management mainly by administrative tools to management by expertise and quality; from personnel management to human resource management to comprehensively develop the teaching force, in line with the profound innovation from the education management system to school management. This is also the first time that the rights and obligations of teachers have been clearly, fully, systematically regulated, in the direction of increasing the initiative, creativity and increasing the protection of teachers in professional activities.

Regarding the feasibility of proposing to rank teachers’ salaries as the highest in the administrative salary scale system, Mr. Nguyen Kim Son explained: “Our country has just escaped poverty not long ago, the demand for resources for development is very high and workers in general still face many difficulties. Therefore, although there is a very clear direction, to implement it, it will require more appropriate calculations about resources.

When proposing a salary policy in the draft Law on Teachers, we would like to emphasize that this is necessary and needs to be considered. Although not much has been done in the past, with two adjustments to the basic salary, the lives of teachers have improved a step, bringing teachers a lot of encouragement.

At the meeting between General Secretary To Lam and representatives of teachers and education managers on the occasion of Vietnamese Teachers' Day, November 20, on November 18, speaking to students, Minister of Education and Training Nguyen Kim Son shared: “In the era of freedom, democracy and equality, students do not need to be afraid of teachers, but they must not be “all in one”, losing the solemn tradition of the teacher-student relationship. Students need to be confident, actively express and assert themselves in their studies, but still have to be polite and respectful to their teachers. Only by respecting their teachers can they become teachers. The values ​​of freedom, equality and respect, and respect for teachers and students are not contradictory.”
