The draft Law on Teachers stipulates many contents related to what teachers are not allowed to do, including "forcing students to participate in extra classes in any form". In addition, teachers are not allowed to force students to pay money or goods outside the provisions of the law.

Head of the Delegation Work Committee Nguyen Thanh Hai said that extra teaching and learning have "many forms", so if listed, the behaviors that teachers are not allowed to do may be enough at present but not enough in the future.
Therefore, she suggested adding a clause for the Government to specify in detail, so that when new behaviors arise, it will be easier to handle.
Regarding the act of forcing students to participate in extra classes in any form, forcing students to pay money and goods outside of regulations, the Head of the Delegation Work Committee requested further clarification. It is necessary to clearly stipulate that teachers are not allowed to collect money from extra teaching activities as stipulated by the Ministry of Education and Training on extra teaching and learning recently issued.
"It is necessary to specify more clearly the prohibited acts of forcing students to participate in extra classes in any form, so if it is voluntary, it is still allowed. However, I suggest that even if people volunteer, they should not be charged money ," Ms. Nguyen Thanh Hai emphasized and said that this is to handle and completely end these disguised forms.
Ms. Nguyen Thanh Hai analyzed that the regulation that students cannot be forced to participate in extra classes means that if students voluntarily participate in extra classes, it is still allowed. This regulation leads to the situation of forced "disguised" extra classes in the form of parents writing "voluntary extra classes" applications.
" It is very difficult to determine whether it is compulsory or not. If it is not compulsory, there is a voluntary application for extra classes and parents must also write a voluntary application. Young students may not want to go to school, but if they do not go to school, they will be discriminated against ," said Ms. Nguyen Thanh Hai.

Explaining further, Minister of Education and Training Nguyen Kim Son said that the Ministry will continue to research and absorb, but believes that detailed regulations should be specified in sub-law documents.
