In the coming years, Vietnam’s innovative startup ecosystem needs large corporations, companies, and enterprises to invest and utilize the results of startup organizations. In addition, to elevate the innovative startup ecosystem to become a regional startup center, Vietnam needs to build legal policies and a legal corridor commensurate with the potential and requirements of the new stage.
Over the years, Vietnam has had many policies and guidelines to support the development of the creative startup ecosystem. Up to now, Vietnam's creative startup ecosystem has made significant progress, creating a favorable environment, contributing to promoting national economic growth.
Ecosystem elements such as policy, finance, culture, market, human resources and support are increasingly closely linked, interacting and supporting each other to promote entrepreneurship, innovation and economic prosperity.
However, the creative startup ecosystem is also facing many difficulties and limitations that make its operations ineffective.
Director of the Department of Science and Technology of Ho Chi Minh City Nguyen Viet Dung said that the construction and development of the startup ecosystem in the city still faces many challenges; in which, the ability to cooperate and closely follow market demand from universities and research institutes is still very weak; facilities serving university research are also very modest.
"We focus too much on training, focusing on theory... Research activities to have more technology and transfer are still weak" - Mr. Nguyen Viet Dung emphasized, and added: To improve the national innovation and startup ecosystem, helping Vietnam truly become a regional startup center, in the coming period, Vietnam needs more breakthrough solutions. The Ho Chi Minh City government also realizes that the core issue to build and develop the startup ecosystem is how to connect the components of the ecosystem: universities, research institutes, businesses and the State. Therefore, Ho Chi Minh City is simultaneously implementing programs in which the solutions are all aimed at directly impacting the development of scientific research of universities and research institutes.
Currently, Ho Chi Minh City has a program to support businesses when cooperating in research and development with universities; a program to promote the commercialization of university research through the city's technology exchange as well as open innovation events; support to promote universities in the city to develop according to the startup university model; or a policy to help universities form strong research centers...
With experience in helping Daejeon become the "Silicon Valley of Asia", Director of the Daejeon Center for Creative Innovation (Daejeon CCEI) of Korea Park Dae Hee said that Daejeon currently has 26 state-run research centers and more than 200 research centers belonging to universities. But to get to where it is today is a journey of efforts to build a friendly environment for startups and creative research.
First of all, the Daejeon City Innovation Center regularly invites researchers and professors from universities to give lectures and discuss current issues in science and technology. Whenever local issues arise, researchers are invited to work with local authorities and businesses to find solutions.
Each research institute and university has its own tasks and functions, but under the coordination of the Daejeon City Innovation Center, they all have one goal: to solve practical problems of Daejeon City in particular and of Korea in general.
Some experts say that Korea's success in the startup ecosystem is due to promoting cooperation between units, between research institutes, universities and centers, policy-making agencies, and state management agencies on startups and the startup ecosystem.
Deputy Minister of Science and Technology Hoang Minh said that Vietnam's creative startup ecosystem has basically passed the first stage and is entering the stage of expansion and integration with other creative startup ecosystems in the world. Developing Vietnam's creative startup ecosystem is a long-term investment process of the Government along with the development of the country and businesses, so it requires the close cooperation and support of authorities at all levels, ministries, departments and branches.
Policies need to be developed synchronously and comprehensively from the national and local levels to create a favorable environment for activities related to creative startups.
Vietnam does not have a complete and clear legal framework for the creative startup ecosystem and for creative startup organizations and individuals. Legal regulations are contained in various legal documents, many of which are contained in the Law on Support for Small and Medium Enterprises. This may be appropriate for the initial stage, but when the Vietnamese creative startup ecosystem enters the expansion and connection stage, it is necessary to develop policies appropriate to the nature, scale, potential, and development orientation of the creative startup ecosystem.
