That is the content of the decision approving the adjustment of the master plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, issued by the Minister of Construction on April 3.
The decision was issued after calculating the correlation of exploitation between Gia Binh and Noi Bai International Airports.
Accordingly, Gia Binh International Airport (Bac Ninh) is planning to adjust its design capacity to about 5 million passengers/year in the 2021-2030 period and 15 million passengers/year with a vision to 2050, instead of 1 million passengers and 3 million passengers/year for the above two periods as previously planned.
The planned land area of Gia Binh International Airport has increased to about 408.5 hectares, instead of 363.5 hectares as previously planned.
The estimated investment cost of Gia Binh International Airport according to the plan is about 25,614 billion VND in the 2021-2030 period, about 12,083 billion VND with a vision to 2050.
For Noi Bai International Airport, the design capacity for the 2021-2030 period will be about 55 million passengers/year instead of 60 million passengers/year as in the master plan issued by the Prime Minister in June 2023. Vision to 2025, the capacity of Noi Bai International Airport will be about 85 million passengers/year, instead of 100 million passengers/year as previously planned.
Estimated investment costs according to the planning of Noi Bai International Airport in the 2021-2030 period are about 93,551 billion VND and about 197,856 billion VND with a vision to 2050.
According to the planning adjustment decision issued by the Minister of Construction, the expected land area occupied for the overall construction of the airport system by 2030 is about 24,240 hectares, instead of 23,831 hectares as before.
The capital investment demand for developing the airport system by 2030 is about 443,000 billion VND (an increase of 23,000 billion VND) compared to the previous plan.
This capital is mobilized from the state budget, non-budgetary capital and other legal capital sources.
Previously, on February 12, 2025, the Minister of Transport approved the adjustment of the master plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, to add Gia Binh airport to an international airport with a capacity of about 1 million passengers/year for the 2021-2030 period; about 3 million passengers/year with a vision to 2050.
On March 3, 2025, the Ministry of Public Security sent a document to the Ministry of Construction regarding the need to supplement the planning for Gia Binh International Airport for the period 2021-2030, with a vision to 2050.
Accordingly, the Ministry of Public Security said that the detailed planning of Gia Binh International Airport determines the land demand of about 363.5 hectares to meet the capacity by 2050 of 1 million tons of cargo/year and 3 million passengers/year; the passenger terminal and cargo terminal can be expanded to meet the capacity of up to 2 million tons of cargo/year and 5 million passengers/year.
With the goal of reducing the load on Noi Bai airport in transporting goods and passengers to meet the requirements of socio-economic development, ensuring national defense and security, expanding the scale and capacity of Gia Binh International Airport is very necessary for long-term development according to the Prime Minister's direction.
Therefore, the Ministry of Public Security requests the People's Committee of Bac Ninh province and the Ministry of Construction to review, evaluate and adjust the planning of Gia Binh International Airport with the need to add about 45 hectares of security land, and promptly approve to ensure conditions for the Ministry of Public Security to submit to the Prime Minister for consideration and decision to adjust the project investment policy, and implement construction to meet the progress required by the leaders of the Party and State.
The Civil Aviation Authority said that when Gia Binh International Airport is in operation, passengers and cargo of Noi Bai International Airport will be partly shared with Gia Binh International Airport, but the total output of the national airport system will not change. Therefore, the direction of passenger and cargo exploitation of Noi Bai International Airport will be adjusted accordingly.
