Adjusting the progress of many bidding packages to basically complete the project by the end of 2025

Component 3 Project (construction of essential works) is the project with the heaviest workload, acting as the progress gantt line of the entire Long Thanh Airport Construction Investment Project Phase 1.

Therefore, to meet the basic requirement of completing the project by the end of 2025, many packages under Component 3 Project have had their progress adjusted.

Urgent construction of items

Component 3 Project is invested by Vietnam Airports Corporation (ACV) with 15 bidding packages, including many important bidding packages such as: construction and installation of passenger terminal equipment (package 5.10); construction, installation of equipment and design of construction drawings for runways, taxiways, aircraft parking lots (cargo terminal, hangar, isolation) and other works (package 4.6); construction and installation of equipment for aircraft parking lots and other works (package 4.7)...

On March 20, reporting at a working session with the delegation led by Prime Minister Pham Minh Chinh to inspect the project's progress, Mr. Nguyen Tien Viet, Deputy General Director in charge of ACV, said that for the entire Component 3 Project, the total value of the completed volume reached nearly 40%.

Component Project 3, Long Thanh Airport Construction Investment Project Phase 1 has a total investment of 99 trillion VND.

Of which, the construction output of the passenger terminal package alone reached more than 35%. ACV has been and is continuing to discuss details with contractor Vietur and organize a foreign delegation to meet with equipment suppliers, negotiate, and promote earlier equipment handover, meeting the basic goal of completing the project in 2025.

According to Mr. Viet, to ensure the progress of the passenger terminal, the work of raising the steel structure truss in the central area of ​​the terminal is extremely important, deciding the progress of the passenger terminal package in particular and the progress of the entire project in general, so it must be implemented to ensure progress and safety. "The Ministry of Construction has directed the specialized units of the Ministry of Construction to coordinate closely, and at the same time send a number of experienced experts to support ACV in the implementation process" - Mr. Viet said.

Meanwhile, the construction package, equipment installation and design of construction drawings for runways, taxiways, aircraft parking lots and other works, the construction output of runways, taxiways, aircraft parking lots reached over 76%. It is expected that the runways and taxiways will be completed and put into technical operation before April 30, 2025.

Many bid packages adjusted, shortening construction time

Recently, in the announcement of the conclusion of Prime Minister Pham Minh Chinh at the inspection and working session on the Long Thanh Airport Project Phase 1 and connecting traffic projects, Prime Minister Pham Minh Chinh affirmed that Long Thanh Airport is a national key project, which has received the attention and close direction of the Prime Minister. Up to now, the good news is that the project has taken a clear shape. However, investors, contractors and relevant ministries and branches need to thoroughly understand the unchanged goal of the project, which is to basically complete it in 2025, put into operation and commercial exploitation in the first half of 2026.

For Component 3 Project - the project with the heaviest workload, the Prime Minister requested ACV to urgently direct the construction of items, deploy construction in "3 shifts, 4 shifts", must "go through holidays and days off"; "eat quickly, sleep urgently", "overcome the sun, overcome the rain, not lose to storms" for the passenger terminal works after completing the roofing work, actively deploy bidding packages to basically complete in 2025.

According to ACV, to meet the basic requirement of completing the project by the end of 2025, many packages of Component 3 Project have been adjusted in schedule, shortening the completion time. Specifically, for package 4.6, the schedule according to the contract to be completed in July 2025 has been adjusted to complete and technically exploit the runway and taxiway before April 30, 2025.

With package 4.7, the completion schedule according to the signed contract is August 2026, which has now been adjusted with the goal of basically completing the construction part before the date.
December 31, 2025. At the same time, install underground petroleum system coupling equipment, completed in March 2026, 5 months shorter than the signed contract.

With package 4.8 (construction, equipment installation, design and construction drawings for internal port traffic works and airport technical infrastructure), according to the signed contract, it will be completed in September 2026. Currently, the package schedule has been adjusted to basically complete the construction part before December 31, 2025.

For package 4.9 (construction and installation of aircraft fuel supply system equipment), the completion schedule according to the signed contract is June 2026, which has been adjusted to basically complete the construction part before December 31, 2025. In particular, the installation of equipment, connection, and testing of some imported equipment from abroad (valve system, pump, fuel pipe) will be completed in March 2026, 3 months shorter than the signed contract.

With package 6.12 (construction and design of construction drawings for 2 connecting traffic routes), route T1 will be technically opened to traffic before April 30, 2025, and completed acceptance and put into use in September 2025. 3 months shorter than the signed contract.

Regarding package 5.10, ACV said that according to the signed contract, the construction of the passenger terminal will take 39 months and be completed in November 2026. However, the investor has worked with the consortium of contractors to adjust the progress of this package. Accordingly, package 5.10 will basically complete the construction part before December 31, 2025. Installation, dynamic connection, static acceptance, no-load test acceptance and load test acceptance of imported aviation equipment and synchronous connection of the test system for 6 months.

Immediately study the railway connection plan between Long Thanh Airport and Tan Son Nhat Airport

In the announcement of the Government Office on the conclusion of Prime Minister Pham Minh Chinh at the inspection and working session on the Long Thanh Airport Project Phase 1 and connecting traffic projects, the Prime Minister requested the Ho Chi Minh City People's Committee to immediately study the railway connection plan between Long Thanh Airport and Tan Son Nhat Airport.

The railway connection plan between Long Thanh Airport and Tan Son Nhat Airport can consider an elevated railway or a subway; at the same time, it is possible to cooperate with foreign partners during the implementation process. The railway connection plan between the two airports must be reported to the Prime Minister for implementation solutions in March 2025.
