Nam Giang allocates more than 70% of capital plan for national target programs

(QNO) - This morning, March 27, Vice Chairman of the Provincial People's Committee Tran Anh Tuan chaired a working session with the People's Committee of Nam Giang district on the implementation of national target programs.

According to the People's Committee of Nam Giang district, the capital plan for national target programs (NTPs) in 2022, 2023, 2024 allowed to be transferred to 2025 is more than 118.5 billion VND.

Of which, investment capital is nearly 52 billion VND, career capital is more than 66.6 billion VND. As of March 25, the disbursed capital has been nearly 5.3 billion VND/118.5 billion VND, reaching 4.44%.

For the 2025 capital plan, Nam Giang District People's Committee has allocated more than 72.4 billion VND/102.3 billion VND, reaching nearly 70.8%; the remaining 29.9 billion VND has not been allocated.

Of which, the district's career capital has allocated more than 4.9 billion VND, reaching 100% of the capital plan assigned by the province under the National Target Program on New Rural Development. The allocated investment capital is nearly 67.5 billion VND/97.4 billion VND, reaching nearly 69.2%; the remaining unallocated capital is 25.9 billion VND.

At the same time, the People's Committee of Nam Giang district estimates that the counterpart fund for the 3 national target programs in 2025 is 4 billion VND. Currently, the district is reviewing and synthesizing to allocate before March 31.

Up to now, the District People's Committee has disbursed more than 1.1 billion VND/more than 72.4 billion VND, reaching 1.65% of the allocated capital plan. Of which, investment capital is 1.1 billion VND/67.4 billion VND, reaching 1.67%; career capital is 0.07 billion VND/4.9 billion VND, reaching 1.41%.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan highly appreciated the participation of the Nam Giang District People's Committee in quickly allocating capital, and at the same time proposed to complete capital allocation by the end of March. Urgently open investment project codes for new works, speed up contractor selection, and construction implementation...

Regarding disbursement, 100% of the capital from previous years must be disbursed, and no documents must be stuck in project settlement. Projects completed before there is a change in the local government model must be settled promptly.

Localities should note that for projects in transition and under construction, investors must keep a complete construction diary and have clear documents to serve as a legal basis and transfer the documents to the new investor. Particularly for capital sources in 2025, they must meet the roadmap according to the direction of the Provincial People's Committee.

Nam Giang district needs to be flexible in transferring resources of projects that must be suspended; handling surplus capital after bidding; paying attention to arranging counterpart capital. With recommendations and proposals, Nam Giang district People's Committee coordinates with departments and branches to promptly advise the provincial People's Committee for handling.
