Nam Giang needs to speed up disbursement of National Target Programs

On the morning of March 27, Vice Chairman of Quang Nam Provincial People's Committee Tran Anh Tuan worked with Nam Giang District People's Committee to assess the implementation and disbursement of National Target Programs (NTPs) in the area.

According to the report of the People's Committee of Nam Giang district, by March 25, the locality had disbursed VND 5,262 billion/VND 118,544 billion of capital for the period from 2022-2024 (4.44%) and VND 1,195 billion/VND 72,451 billion of planned capital for 2025 (1.65%). Some difficulties mentioned by the locality related to the disbursement situation include: The New Rural Program encountered obstacles due to small-scale allocation of career capital and difficult terrain. The Sustainable Poverty Reduction Program was delayed due to site clearance and adjustment of the list of projects. The province has not adjusted the medium-term plan for the Socio-Economic Development Program for Ethnic Minorities. National Highway 14D is seriously degraded, increasing transportation costs, affecting construction progress, the capacity of some contractors is weak, supervision work and bidding procedures are still delayed.

For the Poverty Reduction Program, Nam Giang district proposed reducing direct subsidy policies, increasing indirect support such as preferential loans, and at the same time proposing a special mechanism to exempt capital counterparties for poor districts, and building a unified management and reporting system.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan acknowledged the efforts of Nam Giang district in implementing the national target programs, and directed the locality to accelerate the disbursement progress, remove obstacles in site clearance and bidding. The province will consider recommendations on adjusting capital plans, upgrading transport infrastructure and perfecting policy mechanisms to support Nam Giang to achieve the set goals in 2025.
