On the morning of May 31, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to a report on the implementation results in 2022 and propose a number of solutions to improve the Provincial Competitiveness Index (PCI) and the Administrative Reform Index (PAR INDEX); the plan to implement the Department, Sector, District and City Competitiveness Index (DDCI) in 2023. In 2022, the PCI of Thai Binh province reached 65.78 points, ranking 28/63 provinces and cities, up 19 places compared to 2021. Of the 10 component indexes, 6 indexes increased in points and rankings, including: market entry, land access, informal costs, proactive government dynamism, labor training, legal institutions and security and order; 2 indexes decreased in points and increased in rankings, including: time costs, business support policies; 2 indexes decreased in points and decreased in rankings, including: transparency, fair competition. Regarding the PAR INDEX, in 2022, Thai Binh province reached 84.12%, ranking 43/63 provinces and cities; up 7 places and down 0.87% compared to 2021.

Delegates focused on evaluating and clarifying the causes of increases and decreases in PCI and PAR INDEX, and proposed solutions to improve the investment and business environment and increase PCI and PAR INDEX in the coming time.
In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee affirmed: These are two very important indexes to promote economic development as well as attract investment to the province. Therefore, in recent years, the Provincial Party Committee and the Provincial People's Committee have paid much attention and focused on implementing solutions to improve the rankings of the PCI and PAR INDEX.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee commended the efforts of departments, branches, units, districts and cities, especially the Provincial Police and the Department of Justice, which have made positive contributions to the increase in the PCI index in 2022.
Agreeing with the 2023 goal that Thai Binh strives to be in the top 20 provinces and cities with the best management quality in PCI; for the components in each component index ranked from 1 to 30; the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested to further enhance the responsibility of the heads of departments, branches, units, districts and cities in implementing the PCI and PAR INDEX; strengthen administrative reform with specific actions; increase publicity, transparency and support for businesses in providing information, administrative procedures, investment procedures, especially paying attention to supporting and helping small and medium enterprises; actively fight corruption and negativity in meeting, contacting, handling records and administrative procedures for businesses; continue to do a good job of ensuring political security, social order and safety, creating the best environment to attract investment.
He assigned the Provincial Center for Investment Support and Promotion and Development to advise on linking the responsibilities of each department and branch to each component in each component index of PCI; assigned the Provincial People's Committee Office and the Department of Planning and Investment to advise on solutions to improve the PCI index, and the Department of Home Affairs to advise on solutions to improve the PAR INDEX associated with the responsibilities of each department, branch, district and city in the coming time.

According to the plan, the implementation of the DDCI index survey in 2023 will be carried out 100% online on the software platform integrated with the provincial DDCI information portal; the survey scale is 3,000 enterprises, cooperatives, and business households in the province that have generated and contacted public administrative services with departments, branches, districts, and cities from July 1, 2022 to June 30, 2023 provided by the Department of Planning and Investment, the Provincial Tax Department, the People's Committees of districts, cities, and departments, branches. Regarding the implementation roadmap, strive to communicate, train, and organize the survey implementation to be completed before August 15; analyze data, develop reports to submit to the Provincial People's Committee to be completed before September 15, and organize a conference to announce the DDCI ranking results to be completed before September 30.
Regarding this content, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: Implementing the DDCI assessment is extremely important because it is a tool to help provincial leaders comment, evaluate, and direct state management activities in all fields; is the basis and basis for evaluating and classifying cadres; helps support improving the PCI index ranking; and at the same time, improves the management and operational capacity of departments, branches, districts, and cities.
He requested the Provincial Business Association and the consulting unit to continue implementing the DDCI assessment in 2023 to ensure objectivity, transparency, fairness, completeness, accuracy, and timeliness with a scientific and effective working method; to do a good job of training and communication, and to assign Thai Binh Newspaper, Thai Binh Radio and Television to closely coordinate with the Provincial Business Association and the consulting unit, on that basis, to promptly organize communication on the implementation of the DDCI index assessment as well as training conferences in districts and cities; Chairmen of the People's Committees of districts and cities and directors of departments and branches to closely coordinate with the Provincial Business Association and the consulting unit during the implementation process.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that in 2023, there should be a reward mechanism for departments, branches, districts and cities with high achievements in the DDCI rankings; assign the Department of Home Affairs to supervise the implementation of the DDCI assessment in 2023.
