Quynh Phu: Promoting the development of voluntary social insurance participants

In recent times, Quynh Phu district has focused on many solutions to develop voluntary social insurance participants. This not only brings benefits to individual workers but also has great significance for the sustainable development of the district.

Like many social insurance and health insurance (SI) collectors in Quynh Phu district, Ms. Nguyen Thi Giang, a social insurance and health insurance collector in Quynh Hong commune, is always busy, taking advantage of every convenient time to visit each household to propagate about social insurance and health insurance policies. Ms. Giang believes that this is a humane and superior policy of the Party and State, so she must propagate it enthusiastically and wholeheartedly so that people trust, respond and participate. That is not only the responsibility of an official holding the position of Chairwoman of the Commune Women's Union, but the higher goal is to help people participate in the social security system; to be cared for, protected in health and finances from a young age until old age. The network of social insurance and health insurance collectors and collaborators in Quynh Hong commune has 11 people, most of whom are women's union officials in the villages, in addition to village chiefs and party cell secretaries. These are people close to the people, so it is very convenient to propagate and mobilize people to participate. Ms. Giang said: In 2024 alone, the rate of voluntary social insurance participants in the commune reached 224%, far exceeding the assigned target. By the end of February 2025, the number of voluntary social insurance participants in the whole commune was 330 people. We are currently continuing to promote and mobilize people to participate at the highest possible level.

Social insurance and health insurance collection staff in Quynh Phu district are always dynamic, enthusiastic, and proactive in bringing the humanistic value of the voluntary social insurance policy to the people. Although most of them are officials and civil servants working at the People's Committees of communes and towns, they are always active, taking advantage of going to every alley and knocking on every door to propagate. Mr. Le Van Tho, Deputy Director of Quynh Phu District Social Insurance shared: The voluntary social insurance policy is becoming one of the main pillars of the social security system, demonstrating the humanity, superiority and concern of the Party and State for people's lives. Through contact with many people who are self-employed, we realize that they are often worried about unstable income when they get old or encounter health-related risks. Understanding that, the steering committee for implementing social insurance policies at all levels in Quynh Phu has proactively proposed solutions and directed organizations and unions to strengthen propaganda to develop participants. Currently, in Quynh Phu, there are many people receiving pensions thanks to participating in voluntary social insurance. This is concrete evidence to help people have more confidence and register to participate in voluntary social insurance for themselves and their relatives.

From the initial successes in expanding the coverage of voluntary social insurance, Quynh Phu district continues to implement many synchronous solutions to accelerate the number of participants, contributing to the successful implementation of Resolution No. 28-NQ/TW on reforming social insurance policies, gradually moving towards universal social insurance. Mr. Nguyen Van Dinh, Director of Quynh Phu district Social Insurance, said: In 2025, the district Social Insurance strives to develop 3,000 more people to participate in voluntary social insurance, bringing the total number of participants to 13,000. To complete the target, the district Social Insurance will actively urge the progress of implementing the assigned targets for each commune and town; promote the role and effectiveness of the steering committee for implementing social insurance and health insurance policies at all levels; continue to expand the network of collection staff, promote propaganda about the methods, contribution levels and benefits when participating in voluntary social insurance. The district Social Insurance will also continue to educate cadres and civil servants to improve their sense of responsibility and awareness of performing public duties; Closely coordinate with collection service organizations to better serve the interests of participants and beneficiaries of voluntary social insurance policies, contributing to increasing the rate of participants in the area, moving towards the goal of universal social insurance.
