(Dan Tri) - Circular 56/2024 of the Ministry of Finance stipulates the collection rates, collection, payment, management and use of fees for exploiting and using land documents from the National Land Information System.
Previously, according to the provisions of Article 114 of the 2013 Land Law, localities will base on the land price framework to develop and issue land price lists every 5 years, and each year will issue a land price coefficient (coefficient K). This land price list cannot regulate land prices outside the land price framework issued by the Government.
However, the new Land Law 2024 has recently stipulated to abolish the land price framework. This means that the State will not apply the minimum and maximum prices for each type of land in each area. Instead, provinces and cities will base on the principles and methods of land valuation to develop land price lists.
According to Clause 2 and Clause 3, Article 159 of the 2024 Land Law, the Provincial People's Committee is the competent authority to develop the land price list, then submit it to the People's Council of the same level to decide on the first land price list.
Every year, the Provincial People's Committee is responsible for submitting the established land price list to the Provincial People's Council for adjustment and revision to promulgate and apply the land price list from January 1 of the following year.
Land price list will be built according to area and location. For areas with digital cadastral maps and land price database, it is necessary to build land price list for each plot of land based on value area and standard plot of land.
The 2024 Land Law allows localities to apply the old land price list until December 31, 2025. After that, localities will apply the new land price list from January 1, 2026.
Currently, many people always wonder how to find the land price list and if there is, how to look it up. Accordingly, when the national land information system is launched, people can completely look it up directly on the land information data system portal.
The Ministry of Natural Resources and Environment is the agency responsible for managing, operating, maintaining, and upgrading the software of the national land information system, so people can be completely assured of the accuracy of the data.
Currently, this agency focuses on directing, urging, and guiding localities to accelerate the completion of land databases to ensure that by 2025, local land databases will be completed to integrate data into the upcoming national land database.

Regarding the cost of viewing the land price list, in Section IV, Appendix I attached to Circular 56/2024, the Ministry of Finance stipulates the cost of viewing documents as follows.
For the annual land price list, the fee is calculated at VND 8,200 for a scanned document page or a digital document page. This fee applies to the first 5 pages, from the 6th page onwards the fee is VND 900/page.
For the land price data layer according to the land price list issued to each plot of land, the standard land plot layer, the value area layer by year calculated to the data layer by commune, the fee is 400,000 VND.
For land price data (specific prices, transfer prices on the market, prices collected through surveys, prices according to land price lists, prices according to land use rights auction results), there will be a fee of 10,000 VND/plot.
