(Dan Tri) - It is forecasted that this year's dry season will see local water shortages in some areas in 6 river basins (Bang Giang - Ky Cung; Ma; Huong; Se San; Srepok; Dong Nai).
The Ministry of Natural Resources and Environment (MONRE) has just announced the first water resource scenario for 6 river basins (Bang Giang - Ky Cung; Ma; Huong; Se San; Srepok; Dong Nai).
According to the water source scenario, in the dry season this year, some areas in these 6 river basins will experience local water shortages due to lack of rainfall and low flow due to the lack of water intake capacity of irrigation works, which is not yet synchronized.
Specifically, the Ministry of Natural Resources and Environment said that in the Bang Giang - Ky Cung river basin, there is still a potential risk of local water shortages in some sub-basins (Bac Giang river sub-basin and Mo Pia sub-region of Ky Cung river sub-basin). The main causes are the lack of rainfall, flow, water intake capacity of works and the number of exploitation works and irrigation works are still lacking and not synchronized.
Regarding the Ma River basin, according to the Ministry of Natural Resources and Environment, some areas in the provinces (Dien Bien, Son La, Hoa Binh, Thanh Hoa) are still likely to experience local water shortages due to the lack of water exploitation and storage works and irrigation systems.
Regarding the Huong River basin, the Ministry of Natural Resources and Environment believes that some areas are likely to experience local water shortages in May and June due to the lack of water intake capacity and the number of water exploitation works, lack of synchronization, and lack of water supply.
In addition, according to the Ministry of Natural Resources and Environment, during peak months of water use for agriculture and hydropower (June-July), the water sources of the three reservoirs of Ta Trach, Binh Dien and Huong Dien are at risk of not being able to fully meet water needs, leading to the risk of drought and water shortage in the last months of the dry season.
Meanwhile, water resources in some sub-basins of Dong Nai River and Be River basin are at risk of water shortage if not exploited, used reasonably, economically and effectively.
Some areas in Lam Dong, Dak Nong, Binh Phuoc, and Binh Thuan provinces are likely to experience local water shortages in sub-regions due to the lack of water intake capacity, number of exploitation works, and irrigation systems.
Regarding the Se San River basin, the Ministry of Natural Resources and Environment said that by the beginning of this year, the water resources of hydropower reservoirs on the mainstream basically met the demand for electricity generation and discharge of water to downstream areas. Some areas, due to the lack of an active water supply system from irrigation reservoirs, are still at risk of drought and local water shortages in the last months of the dry season.
Therefore, the Ministry of Natural Resources and Environment requests the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Construction, and the People's Committees of provinces and cities in the six river basins to proactively plan the exploitation and use of water resources according to demand.
Water use plans must be based on the principle of saving water, avoiding loss and waste, and preventing the risk of water shortages in the last months of the dry season.
The Ministry of Natural Resources and Environment requested the Ministry of Agriculture and Rural Development to urge localities to review and improve the capacity of irrigation reservoir systems, adjust the operation process of works to ensure economical, effective, multi-purpose water use and ensure no stagnation or pollution of water sources.
The Ministry of Industry and Trade is requested to direct the Vietnam Electricity Group, the National Power System and Electricity Market Operation Limited Liability Companies to develop plans to operate hydropower reservoirs to meet water demand downstream of the reservoirs, facilitating the operation of water-taking irrigation works.
At the same time, review and adjust the electricity mobilization plans of hydropower plants in the river basin to ensure they are suitable to the conditions and capabilities of water resources.
The Ministry of Natural Resources and Environment also requested the People's Committees of provinces and cities to build water regulation and storage works in water resources planning, irrigation planning and other related planning, prioritizing sub-regions at risk of drought and water shortage.
