Accordingly, the consortium led by the North-Central-South Infrastructure Construction Joint Stock Company is the only contractor participating with a bid of nearly VND636 billion (estimated price of more than VND636 billion). The contractor proposed a package implementation time of 450 days. Package J3 has a route starting from Km29+264 (adjacent to package J2) to Km32+450 (adjacent to package A5) with a total length of nearly 3.2km including Phuoc Khanh bridge and overpass through Can Gio district (Ho Chi Minh City) and Nhon Trach district (Dong Nai province).

The J3 Phuoc Khanh Bridge package was previously implemented by the Sumitomo Mitsui (Japan) - Cienco 4 (Vietnam) Joint Venture. By 2022, the investor and contractor J3 had terminated the contract when the package volume reached 80.7%. According to VEC, the J3-1 package is the last completed item of the Ben Luc - Long Thanh Expressway Project, expected to be completed in September 2026.
