Central Region Connectivity Project through Bac Tra My District: People complain about slow construction progress

(QNO) - People in Bac Tra My district agreed to hand over the land to implement the Central Region Linkage Project through the district. However, for more than a year, they have had to live with the dust and mud due to the slow construction of the project.

Impact on people's lives

People living along National Highway 40B, from Tra Duong commune to Tra My town (Bac Tra My), face difficulties in daily life and travel due to many potholes appearing on many sections.

Since the construction started, Ms. Hoang Thi Hue (village 2, Tra Duong commune) had to change all the doors inside and outside the house. Instead of screen doors and iron bars, she replaced them with metal doors and covered them to reduce dust. However, according to her, this solution only partially reduces the pollution and cannot completely solve it.

My house is right at the bottom of the slope, big vehicles go down at high speed, dust follows into the residential area. Even though the doors are closed all day, the furniture is still covered with fine dust. Every day we clean and tidy up but it's still the same. During the peak of the sunny season, we have to wear masks while staying indoors.

About 3km from Ms. Hue's house, Ms. Nguyen Thi Thuy Phung's family (Mau Ca residential group, Tra My town) said that the old National Highway 40B was lower than her house, but when the project was implemented, the roadbed was higher, causing water to flow into her house every time there was heavy rain. Ms. Phung's family is one of the households that agreed with the policy of compensation to implement the project to upgrade and expand the road as soon as possible with the affected area of ​​nearly 100m2 and the fence and gate.

"First, we, the people, want the project to be completed soon so that there will be no more dust and pollution. On the other hand, ancillary works such as ditches and drainage culverts also need to be invested in synchronously to solve the problem of water overflowing into people's houses when it rains," said Ms. Phung.

Delayed progress

The Central Region Connectivity Project of Quang Nam province was started in July 2023, aiming to complete the transport infrastructure system, promote socio-economic development and ensure national defense and security in the province. The project has a total investment of 768 billion VND, using ODA loans from the Korea Economic Development Cooperation Fund (EDCF), invested by the Quang Nam Provincial Traffic Construction Investment Project Management Board. The project has a total length of 31.85km, passing through the districts of Thang Binh, Phu Ninh, Tien Phuoc, and Bac Tra My.

The project is expected to be completed in November 2025, with a construction period of 870 days. However, to date, the construction progress has been delayed due to many reasons, including the unsynchronized handover of the site and adverse weather conditions. As of March 2025, the total construction volume has only reached about 17.74% of the contract value.

According to the representative of the Project Management Board - Land Fund of Bac Tra My district, the compensation and clearance to hand over the project site has been strongly implemented by local authorities and highly agreed by the people. The project runs 5.7km through the district, affecting 229 households in Tra Duong commune and Tra My town.

Currently, the site clearance work has reached 5.4km, 2 households are still waiting for adjustment according to the new compensation policy and 4 households arising due to route adjustment. The site for project construction through Bac Tra My district was handed over from around April 2024.

Mr. Nguyen Huu Su - Chairman of Tra My Town People's Committee said that the locality has 32 households affected by the Central Region Linkage project and has handed over the site since August 2023. However, for more than a year now, the project is still under construction, and people have continuously reported to the local government about the pollution and inadequacies because the drainage project affects their lives and activities.

We sympathize with the construction unit. Since Tet, Bac Tra My has not had a week of sunshine, and as soon as the aggregate is poured, it rains heavily. But clearly, the people are very tired. The government requested the construction unit to speed up the progress and at the same time, need to invest in drainage projects soon so as not to affect the daily lives of the people.
