With high determination, Mong Cai City is striving to implement solutions to complete the highest disbursement of the proposed 2024 investment capital plan.

According to the report of Mong Cai City People's Committee, the total public investment capital plan in the city in 2024 is more than 464 billion VND, allocated to 136 projects and items. Of which, the central budget capital is 3,134 billion VND, allocated to 01 transitional project; the provincial budget capital is 6,631 billion VND, allocated to 2 transitional projects; the city budget capital is 454,199 billion VND, allocated to 133 projects and works, including 65 transitional projects and works and 68 newly started projects and works. The capital plan for 2023 alone is allowed to be extended to 2024, which is more than 145.1 billion VND to implement 11 projects. By the end of October 2024, the city has implemented 32.9% of the disbursement volume according to the plan after the supplement.
Currently, contractors are taking advantage of favorable weather conditions to actively mobilize equipment, technical machinery, and workers, and arrange many construction teams to work continuously day and night, in order to speed up the completion of project items and works.
According to statistics, the whole city has 36/65 transitional projects that have been approved for final settlement, 17/65 transitional projects are in the final stage of construction. Planning projects and newly started projects are also being accelerated. For example, the project to build a new cultural house in Ward 2, Tran Phu Ward, the construction progress is 95%, expected to be completed and handed over for use in November, the project will be finalized in December. Or at the resettlement area of Hai Hoa Ward, the contractor is mobilizing many equipment, machinery, and human resources to organize construction, taking advantage of favorable weather to ensure the project is completed on schedule as approved. Up to now, the entire traffic infrastructure, electricity, and domestic water of this resettlement area has been completed...

It is known that the task of disbursing public investment capital has been focused on by Mong Cai City since the beginning of the year, with a reasonably allocated capital plan, overcoming the situation of scattered investment to ensure that no outstanding debts arise in basic construction. To ensure the progress of public investment in the area, the city has mobilized all resources to the maximum, focusing on measures to increase land use fees, prioritizing capital for investment in urgent projects, especially projects ensuring social security. In particular, improving the capacity to appraise investment projects, selecting contractors with sufficient capacity to implement the project; resolutely eliminating unqualified consulting units and incompetent contractors.
However, the biggest difficulty affecting the organization of construction of works and projects is identified as the lack of sources of filling materials. Specifically, according to Document No. 1787/UBND-GTCN&XD dated July 5, 2024 of the Provincial People's Committee, Tri Duc Investment, Development and Construction Joint Stock Company had to stop exploiting soil and rock for filling materials in Village 5, Quang Nghia Commune. Since then, a number of projects with a large proportion of planned capital have had to temporarily stop construction, such as the project connecting the Van Don - Mong Cai expressway to Van Ninh port, 7 resettlement projects in Mong Cai city to create resettlement land funds, etc.
In response to the requirements, the City People's Committee is focusing on directing and urging specialized departments and offices to continue to improve their responsibility in investment management. In particular, regularly reviewing and strictly controlling the objectives and efficiency of capital use, improving the quality of works and projects; attaching responsibilities, evaluating the level of work completion, evaluating the emulation of leaders with the progress of project implementation, works and effective capital disbursement.
At the same time, the city also continuously checks and promptly detects difficulties and obstacles to make recommendations to competent authorities and find timely solutions; conducts reviews and adjusts public investment plans of projects that cannot be disbursed according to the allocated plan, and adds capital to key projects that need to be accelerated and have the ability to disburse capital...
On November 1, Mong Cai City solemnly held a ceremony to announce Resolution No. 1199/NQ-UBTVQH15 issued by the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Quang Ninh province, period 2023-2025, in which 2 wards in Mong Cai City were merged, namely Hoa Lac ward and Tran Phu ward. The merger of the two wards is a consensus and unity among cadres, party members and people, does not cause disruption, ensures political stability and social order and safety in the area. The name of the administrative unit after the merger is Tran Phu ward. The new Tran Phu ward has a natural area of 1.7 km², with a population of 11,830 people. |
